唯有“以廉制贪”，才能迎来廉政的阳光

富可敌国的泰益家族，在马来西亚已经是公开的秘密。而权钱交易，以钱买权，以权弄钱，在砂州也是国阵的政治文化。国阵的权贵们，不论来自什么成员党，也不论来自什么种族，他们从政的最终目的，就是敛财自肥。

人联党是国阵霸权的组成部分，是贪婪政治的共犯，是参与掠夺砂州资源的一份子。人联党建党之初的理想主义，早就荡然无存。没有了党魂，剩下的就是行尸走肉。

因此，我呼吁选民在来届州选举，全力支持民主行动党，因为壮大行动党就是要“以廉制贪”而非人联党宣传的“以华制华”。

今天的人联党，在民主改革的大潮前心惊胆跳，为了自保，唯有再高喊“华人再不满人联党，也不要弄死人联党”；因为“人联党是政府内阁的华裔代表”；“人联党大败，华人权益就会旁落”等等。

这种诉诸狭隘民族主义的宣传，已经是人联党最后一根的救命稻草，充分显示人联党其实就是“华社败家仔”的本色！换言之，人联党就是要告诉华社，“我再坏，我再窝囊，我还是华人的代表，所以华人千万不要造反，不要弄死我”。

如今，除了人联党领袖，连许多人联党控制的社团领袖也不断公开重复这个说法，就是企图麻痹人民求变的政治意志。尤其希望华人不要看大是大非，而看人联党领袖的肤色来投票。

民主政治就是选贤与能，阳光廉政就是要铲除贪污舞弊。砂州人民如果决心要打击贪官污吏，要砂州出现清廉政治，就要义无反顾地支持火箭，否决所有来自国阵成员党的候选人。唯有让这些执政了40年的贪婪集团的政客集体下野，他们才会洗心革面，砂州政治才会有阳光普照的一天。

所以，选民支持民主行动党是为了“以廉制贪”，而不是人联党所说的“以华制华”。唯有壮大“以廉制贪”的正面力量，砂州政治才会进步，迎接廉政的阳光，千万莫再让狭隘的民族主义，成为人联党腐朽政治的遮羞布。

唯人联党大败，华社权益才受重视

人联党在全盛时期，即2001年取得砂州议席71席中的17席时，却失去了砂州财政部长的职位，事后也不敢向首席部长泰益抗议。由此可见，人联党即使获得华裔选民的大力支持也一样无法捍卫自己的部长职位，更别说是捍卫族群的权益。这充分显示该党在国阵里既不当家也不当权。

换言之，人联党只是傀儡。傀儡无所谓代表性的问题。

所以，唯有让人联党大败，国阵为了要赢回华社的民意支持，才会大肆拨款用作地方发展，甚至检讨和修改歧视华社权益的不公政策。

这说明所谓的“人联党失去支持等于华裔丧失权益”的言论是荒谬的。反之，反其道而行才是硬道理。

当年陈康南身为财政部长时，他无法替华小和独中争取到政府常年拨款，使华社每年还需自掏腰包来资助华小和独中的办学经费。最新划分的3个国会议席，人联党全部拱手让给土保党，不敢向首席部长争取。可见人联党口口声声指的‘华裔代表权’在国阵的所谓‘协商精神’下又进一步的被削弱。在陈康南任期内，人联党甚至失去一个华人当诗巫乡村议会主席职位的权力等。种种迹象显示，人联党在‘国阵内的代表性’根本就是他们一厢情愿的说法。

人联党的处境，不论是全盛时期抑或是衰败时期，都同样是捍卫不了华社的权益。因为国阵所谓的“一个大马”骨子里根本还是马来支配主义当道，其他民族的权益只能屈于马来人权益之下，这是国阵半个世纪以来的建国政策。在砂州，砂州国阵就只是以泰益一人支配，人联党即使大赢也动摇不了。

如果纯粹从地区拨款的角度而言，只有让国阵输得更惨，人民获得的拨款才会更多。因为利用政府拨款讨好选民是国阵一贯的手法。为保政权，国阵会以银弹政策利诱选民。诗巫补选时首相纳吉承诺一旦国阵胜选将拨款5百万就是典型例子。事实更证明，诗巫补选国阵失败之后，诗巫基建的拨款不减反增，许多道路都获得重铺沥青。

如果从捍卫民族权益平等的角度出发，也是要让国阵彻底大败，他们才能痛定思痛，全盘检讨建国政策，以真正落实一个马来西亚，全民平等的新政策。

来届州选将是关键的一场战役，那是一场“要求廉政”和“延续贪腐”的对决，人联党40年来在国阵已经是贪婪集团的一份子，所以要拒绝国阵的政治霸权，就非拒绝人联党不可。

人联党如今在华人选区面对空前的压力，唯有以“莫削弱华裔代表权”作为最后一根救命稻草。事实上，民主和清廉政治是超越肤色藩篱的，国阵半个世纪以来靠贪腐作业而牟利的集团也是超越肤色藩篱的。行动党呼吁各族选民团结一致，从全民的利益出发，否决国阵各个成员党的候选人，共同迎来一个民族平等和清廉的政治文化。

选民若拒绝人联非“造反”、而是希望“以廉制贪”

人联党秘书长沈庆辉日前表示，指选民“即使‘造反’也要有理由”的说辞，根本是典型的封建政治文化。现代民主政治的核心精神，就是选民才是“老板”，即选民有权利透过手中的一票，来决定谁出任政府，并且享有有宪政保障的权利，通过每5年一次的选举将不称职的政府拉下马来。

选民如果在来届大选拒绝人联党，不是要“造反”，也不是要“弄死”砂州政府中的华人代表，而是要迎来“以廉制贪”的新政治文化，以终结砂州极度贪婪和腐朽的国阵政权。

遗憾的是，沈庆辉连这么简单的道理都不懂，可见人联党执政40周年，已经忘记了民主精神的真谛，所以才会将选民拒绝人联党形容成是‘造反’。难道沈庆辉认为人联党和砂州国阵的“天下”是世袭的，选民是奴隶，只能永世支持主子，绝对不能反对，一旦想要改变，就是‘造反’？

人联党此时此刻恐吓华裔选民不可“造反”，可见该党的领导层，已经失去反思的能力。“人联党看来不仅不知道华人到底要什么，甚至不知道华人到底拒绝什么。”

人联党是砂州国阵的一份子，是砂州不公平和贪腐施政的组成部分。“人联党是贪腐政治的共犯，不论他代表的什么民族。事实上，只有让国阵崩盘，砂州的清廉和民主政治才有希望。而‘以廉制贪’的新政治文化是超越民族藩篱的，保障全民的公共资源和利益。”

如今中东国家的茉莉花开万里香，而这一轮所谓“中东波”的民主化浪潮，让砂州国阵也感到恐慌。所以沈庆辉威胁人民“不可造反”，“不可弄死人联党”是自然的条件反射。

如果一个政权是清廉的，根本无需害怕茉莉花浪潮，如瑞典、挪威、芬兰这些民主和清廉的国家，需要害怕茉莉花浪潮吗？甚至亚洲的香港特区政府，台湾，韩国，新加坡，也很有自信面对茉莉花浪潮。偏偏就是人联党和国阵感到惊慌。可见此地无银三百两！

越贪婪的政权，越要镇压人民力量。越腐败的政权，越害怕改朝换代，因为民主化将会终结他们所有见不得光的利益，清算他们霸权时期所非法敛取的不义之财。

Massive illicit financial outflow from Malaysia

The Government must immediately set up an independent Royal Commission of Inquiry to investigate into the massive illicit financial outflow from Malaysia as reported by the Global Financial Integrity, a Washington-based financial watchdog.

Given the magnitude of the problem, a whopping RM889 billion from year 2000 – 2009, and potentiality of powerful politicians or their family members involved in such illicit outflow of fund, Bank Negara does not have the required power and independence to carry out a thorough investigation into the matter.

Not only is the figure shocking, what is more worrying is the trend of increasing illicit outflow of fund from Malaysia, from an estimated outlfow of RM67 billion in year 2000 to an estimated outflow of RM208 billion in year 2008, bearing in mind, the total expenditure of the Federal Government of Malaysia in 2008 was only RM170 billion. The fund illicitly taken out of the country is larger than the total budget of the country's government in the same year!

If the Government trully intends to get to the bottom of the matter, investigation must start with those politicians whose family members own valuable property overseas. An example of such politician would be the Chief Minister of Sarawak, Abdul Taib, whose family members were reported in the website as owning billions Ringgit worth of property in US, United Kingdom, Australia and Canada.

Taib's family's ownership of such property overseas has been reported in the said website since last year. Until today, there is no explanation provided by Taib whether the reports in the website is true, if so, how the family members got the money to buy such valuable property.

When the DAP State Assemblywoman, Violet Yong confronted Taib in the Sarawak State Assembly on this issue, the whole text of Violet's speech was deleted from the Hansard Report of the day. Such, unprecedented and improper act on the part of the Speaker of the Sarawak DUN in not recording the debate of a member in the House gives rise to even more suspicion on the matter.

Are the reports in the website on the property of Taib's family oversea is true? If so, how Taib's family members get the money to buy such property? Were the money illicitly taken out from Malaysia? These are the million dollar questions that most Sarawakians want to know and expect the authority carrying out the investigation on the illicit financial outflow to investigate.

人联党何曾给年轻人机会?

人联党领袖日前通过报章要年轻人给他们一个机会，然而，昨晚行民主行动党砂州社会主义青年团团长的我，想质问的是人联党又何曾给年轻人机会？

就以年龄而言，人联党所谓的青年团团长根本就不是青年。我国的青年法令第2条文阐明，“青年”的定义是介于15岁–40岁。过了40岁，就不合乎青年法令下“青年”的定义了。人联党的青年团团长薛华东已是46岁高龄，是位超龄“青年”，根本就不符合青年法令下“青年”的定义。

就连青年团团长的职位，人联党就不肯给一个真正的青年来担任。一直以来，人联党的青年团团长之职，都不是由青年来担任的，从李景胜、沈耀荣到现今的薛华东，青年团团长的职位都不是由青年担任。

既然是命名为青年团，为什么人联党的青年团团长的职位不能够由一位40岁或以下的青年来担任？而却要由一个不是青年，46岁的中年人担任？难道人联党的青年就不能领导青年团，必须由一个超龄青年来领导？

由此可见，人联党根本没有给青年一个机会。连一个让青年发挥的平台，“青年团”组织的团长职位，人联党也不给青年一个机会，更何况是其他要职。

民主行动党才是真正奉行青年领导的真谛。行动党全国社青团团长陆兆福今年才34岁，上届全国团长倪可敏退下团长之职时也不过是37岁，现在才39岁，他本人也是同时退下署理团长之职，当时也只38岁。在行动党党章明确阐明，社青团团员的年龄限制是40岁。过了40岁就不能加入社青团，也不能领导社青团。

在国会，除了我本身今年40岁还是青年之外，陆兆福（34岁），潘俭伟（39岁），张念群（20多岁），Gorbin Singh （37岁），倪可敏（39岁），冯宝君（30多岁）。他们都是在国会下议院表现标青，都是可以独当一面的青年领导。除了国会议员之外，行动党有更多的州议员也是属于40岁以下的真正青年。

反观人联党，完全找不到一位40岁以下的国会议员或州立法议员，也没有40岁以下的国选或州选的候选人。就连本身口口声声说代表人联青的青年团团长，也是严重超龄的非青年。青年在人联党根本没有机会发挥。

行动党肯给青年机会，让他们发挥他们的才华。人联党里面不是没有有才华的青年，不过，人联党的政策就是不给青年机会。因此，当人联党要青年给人联党一个机会时，人联党的领袖们应该扪心自问，人联党何曾给青年一个机会？更何况，不只是青年，全州人民也已给了人联党执政40年的机会了。

纳吉不应将今天列为公假

对于我国足球队赢得铃木杯东南亚足球锦标赛冠军，我表示恭贺。但同时，我对纳吉列12月31日为公假来庆祝我国足球队赢得冠军的做法不表认同。

12月31日是2010年的最后一天，也是许多公司的财政年的最后一天。许多公司都会在这天做公司的结帐及安排发薪水花红等。纳吉突然心血来潮的公布12月31日为公假，造成许多公司，包括它们的员工的不便。

我们固然为我国足球队赢得铃木杯东南亚足球锦标赛而感到高兴和骄傲。但是，我们不应该因为一场球赛的胜利而造成全国工商界的不便。如果纳吉真的认为这场球赛的胜利，值得以公假方式庆祝，

我认为，把2011年1月3日列为公假会比列2010年12月31日为公假，更为适合。

纳吉这次的宣布公假，显示他根本不了解工商界的操作及，同时也对工商界的运作不敏感。自我在1996年开始工作，从来就没有一次政府宣布公假，会引起如此巨大的埋怨声。主要原因就是因为它是如此突发性，而且是在一年的最后一天，商家们一年的结业和结帐日。

再者，我也质疑政府是否有必要因为这场球赛的胜利而公布公共假期。虽然这场胜利得来不易，但对于任何运动员而言，没有一次比赛的胜利是轻易得来的。每一场球赛或运动项目的胜利，都是经过千锤百炼的训练和卓越的临场发挥，才能赢得的。

赢得东南亚足球锦标赛冠军，足球队的成员固然必须获得奖励，甚至奖金，这是无可厚非的。但，毕竟这只是一场东南亚区的赛事，而非全球性的国际赛事。相比其他运动员在其他运动项目的胜利。比如，我国壁球公主妮歌这几年所赢得的全球性国际壁球大赛，今年她更赢得壁球的大满贯，缔造壁球史上的记录；李宗伟在全球性国际羽球赛不断赢得国际大奖及国际大赛事。

妮歌和李宗伟在他们各别的运动项目中，都赢得全球一姐和一哥的地位，而他们所赢的项目则是全球性公开赛的项目，并非一个区域性的项目。若赢得一个东南亚区域的足球赛事就要列为公假，那他们每赢一个全球性的国际项目岂非更应该宣布公假？那马来西亚肯定会成为公假最多的国家。

纳吉宣布12月31日为公假，其实是在哗众取宠，籍此捞取一些选票。因此，我希望政府能够给予较适当和实际的奖励予国家足球队的成员以鼓励他们更努力锻炼，为国争光。政府不应该以一些不实际且劳民伤财的政治宣传，挂名奖励实则暗带政治目的。

Half of the Form 4 History Text is on Islam Civilisation and no mention of other religion's civilisation in the Text

A history textbook should contain a fair and accurate account of events as they actually happened in the past. It ought to be written objectively. This is the least to be exected when the book in question is a major textbook prescribed by our Education Ministry for our students nationwide, especially so that the subject is going to be a compulsary subject for all students sitting for their SPM.

I am shocked at what the syllabus writers have managed to quietly incorporate into our school syllabus just a few years ago, unnoticed by most people, even parents of affected students.

This is not a typical history textbook as we expect history textbook to be. Simply because the syllabus writers have not confined its content to history. Instead they have extended its boundaries seemingly to push a certain agenda. One point to note, all 4 writers of the textbook comes from only one race and religion, without representation from other faiths and races.

1. Disproportionate emphasis on one religion to the exclusion of all other religious civilization

Out of 10 chapters, 5 chapters are devoted to Islamic history and civilization, which constitutes at least half a year’s study. The other religious civilization is almost non-existent in the text.

We do not mind our children understanding more about Islamic civilization. But it has to be presented fairly and accurately with a balanced perspective. Reading the textbook, it seems that there is only one important civilization in the entire history of the human race and the rest are insignificant? Are the other major civilizations not worth studying in equal depth?

Giving our children a correct and broad worldview can only benefit our nation in the context of a globalized world. Otherwise, our nation will be producing people with an extremely narrow worldview and an incomplete and distorted view of world history and civilization.

2.Some of the content of the text is more proper to be taught in a religious class rather than history subject

Secondly, this history textbook seems to seek to influence the young minds of our children who come from various faiths, to follow the prophet of one particular religion. There is a detailed study of the life of the prophet Muhammad (pg 102 – 107). He is repeatedly praised throughout the chapters. Students are then repeatedly exhorted throughout the book, to emulate him as a ROLE MODEL in life (pg 106, 111, 124, 133, 137, 138).

The history textbook itself dwells on the teachings of the religion. Whilst students have to study Islamic concepts (pg 185), no space is given to a balanced comparison with the teachings of other religions. Our youth are therefore taught the virtues of one religion to the exclusion of others.

Why not have a balanced approach and allow our children to learn the basic tenets of all major world religions? Allow them to engage in comparative studies. This will only promote better understanding among different races and religions.

We respect the Muslim belief in the greatness of their prophet. However, we have to respectfully suggest (with no offense intended whatsoever to the prophet) that teachings that encourage students to follow any prophet would more properly belong to a religious class meant for students who already subscribed to that particular faith. Such teaching ought not be taught in a major history textbook for students of other faiths.

In a plural society like ours, the religious sensitivities of other faiths must surely be respected.

3.The writer of the Text seems to have imparted their religiously biased view in the text rather than an objective narration of historical facts.

Throughout the pages of the textbook, history seems to have been written from a religiously biased viewpoint. Other religions seems to be cast in an unfavourable light. Consider some statements found in the textbook:-

(1) Islam is described as a religion easily acceptable and not confined to any race, nation or geography (pg 185).

(2) Islam can be accepted by many people because of the purity of its teaching (pg 110).

(3) The uniqueness of Islam resulted in many people embracing the religion (pg162, 163, 185).

(4) The conversion of some Arab leaders to Islam in 629 AD is described as “an act done after rational investigation into the truth of Islam” (pg 133).

(5) Islamic social policies are described as so attractive that European Christians converted to Islam during the Byzantize era (pg 163).

(6) Islam requires rational thinking and therefore is accepted by all levels of society. (pg 185).

4.The textbook seems to promote Syariah Law as suitable and practical for our Country

The textbook also promotes Syariah law as suitable and practical for a multi racial nation. It cites the example of the success of the multi racial community in Madinah governed by the Madinah Charter. The formation of an Islamic government in Madinah is stated to thus prove that Islam can be practiced in a wholesome daily living and should be emulated by the Malaysian society.

Syariah law is hailed as just, complete and perfect, and can be followed by all communities (pg 128). There is mention of social justice under Islam (pg 128); equal treatment to all people under Islam (pg 110, 128); purity of the struggles of Islam (pg 112); fairness, integrity, consideration and generosity of Islamic economic principles (pg 128).

Why is our school history syllabus written in a way that seems to condition the minds of our youth to accept Syariah laws as the basis of our legal system in the future? Is there a deliberate political and/or religious agenda at play?

Our Education Minister owes us an explanation. We want to know:

1. Why our school curriculum has been allowed to be written from such a religious slant by a group of writers of only one religious background.

2. Why our children are compelled to disproportionately focus and digest so much on one religion without a balanced perspective of others?

We urge for an immediate and urgent revamp and re-writing of the entire history curriculum for our schools and universities. There should be a panel of qualified historians from all races and faiths working reviewing the syllabus. We must insist that politics and religious indoctrination be strictly kept out of our textbooks.

警察拒绝行动党晚宴是否有政治压力使然？

警方在本月16日和19拒绝发出准证的信件。

那两封信所阐明警方拒绝发准证的理由，是完全不同的。

警察拒绝行动党于20日晚上在石角老巴刹办“声援耔橞，还我民主”晚宴的决定，我们质疑背后是否有政治压力的因素左右。

20日晚我本人与朋岭区州议员杨薇讳和一众该晚宴筹备会成员到石角老巴刹。根据我们的观察，当天晚上整个石角老巴刹还有许多空的停车位。换言之，两千人在石角老巴刹同时出现，根本不会制造严重的交通阻塞。重要的是，警察必须派人维持交通次序。

让我感到欣慰，虽然行动党有表示因为晚宴时间的改变而允许买票者退票，但是，当晚完全没有人来退票，反而有一些买票的支持者，更特意的到来现场给予我们鼓励，并表示不论换到什么日期，他们还是会出席的。

与此同时，我也要质问人联党： “如果连警方都认为石角老巴刹的道路是不能容纳2000人的交通流量，作为人联党不败强区的石角，这47年来的发展，跟其他人联党黑区的地方如古晋，甚至这几年的哥打圣淘沙，发展程度岂非是差强人意？”

这再次的证明，唯有在野党胜出的地区，政府才会积极的发展该地区的基本设施。就以同样是古晋周边的石角和7哩圣淘沙来做比较，2006年州选之后，这两区的发展简直是天渊之别。

就例如，自从2006年人联党在哥打圣淘沙败阵之后，4哩至7哩的主要道路许多都重铺沥青，沟渠道路扩建和提升工程更是毫无间断。这基建的提升也带动该区的私人发展。但是，自建国以来都是人联党强区的石角，今天，连警方也认为不能容纳2000人的交通流量，可说47年不变。

根据警方在本月16日和19拒绝发出准证的信件。那两封信所阐明警方拒绝发准证的理由，是完全不同的。在16日，警方拒绝发出准证的理由是，因为行动党的申请中表示将会有800人出席，警方认为800人会使会场太拥挤，也会造成石角老巴刹交通阻塞。

但是，当我们当天（16日）立刻回信说，既然如此，那我们就立刻停止卖票，只宴开65桌时，警方等了3天，即，19日（也是晚宴的前夕）才告诉我们说，当晚石角有另外两个节目，因此，不能发准证给我们。问题是，为什么16日的拒绝信中完全没提到那另外两个节目，而只是单单提到800人太多了，餐厅容纳不下这么多人？

不论警方的拒绝理由是多么的牵强，行动党还是会在能容忍的范围之内，给予配合。所以，当我在19日见过古晋警区主任文国强之后，行动党答应将晚宴日期改为27日。

同时，我们也希望警方不要再拿出什么牵强理由来刁难我们。我更也不希望看到我国的警察部队，变成国阵的政治打手。

国阵政府不应该如此害怕我们行动党主办晚宴，跟人民传达我们的信息。这种政治打压的时代已过去了。现在的人民是要听取各方的信息，以便能做个明智的决定如何在选举时投下他们手中的一票。

阿旺登雅误导人民国阵不懂以民为本

阿旺登雅日前在砂州州议会做总结时，拿槟州地契更新费和砂州地契更新费做比较，是在误导和混淆砂州人民的视线。

阿旺登雅说，槟城的地契更新费比砂州地契更新费贵几倍，因此，砂州人民应该接受目前的更新费。

针对阿旺登雅这番言论根本就在误导人民，槟城和砂州情况不同，拿槟城的地契更新费和砂州的地契更新费来相比，就像是拿苹果和橙来相比。

槟州的土地面积是1048平方公里，砂拉越的土地面积则是124450平方公里。砂拉越州的面积比槟城的面积大120倍。槟州的人口是177.3万人，是马来西亚人口最稠密的州属，即，每平方公里1600人。而砂拉越虽然面积比槟州大120倍，但砂州人口却只是260万人，是马来西亚各州人口稠密度最低的州属，即，每平方公里只有21人。

因此，土地在槟州是可算是物以稀为贵，是寸土黄金。砂拉越地广人稀，根本不能和槟城相提并论。

槟州和砂州情况的不同之处不单仅是一点，因此，砂州政府不应该拿槟州的地契更新费来和砂拉越的地契更新费做比较。

要知道，地契更新费是槟州政府主要的收入。槟州没有石油、天然煤气、树木等天然资源，如果没有征收地契更新费，槟州政府将会失去一大部分的收入，州政府就无法操作。但是，砂拉越却是得天独厚，天然资源丰富，地契更新费的收入还不到砂州政府总收入的1%。不收地契更新费，对砂州政府来说，根本就无关痛痒，不会影响砂州政府的操作。

在如此土地稀少又没有天然资源的情况下，槟州政府还可以实行廉价屋的地契免费转为永久地契的政策。遗憾的是，槟州政府的这项政策却被国阵联邦政府否决。廉价屋地契免费转为永久地契的这项政策如果在砂州实行，古晋肯雅兰一带早期的廉价屋的屋主们就不需要付还地契更新费。这些屋主们更不需要如现在般，去乞求人联党领袖退还他们之前多付的更新费。

最重要的是，槟州人民并没有埋怨他们的地契更新费贵。因为他们知道这是他们政府的一项主要收入。槟州人民没有埋怨，砂州国阵却在砂州“替槟州人民埋怨”，这根本就是‘狗抓耗子，多管闲事’。

砂州国阵领袖欲以槟州的地契更新费来否决砂州人民所诉求的“免费自动更新”，是不合理的。砂州政府是管砂州的，是砂州人民选出来的。砂州人民要的是‘地契到期，自动更新’。砂州政府不实行砂州人民的诉求，却跑去管槟州人民没有投诉的槟州‘地契更新费’的问题。如果槟州的人民认为他们的土地更新费是贵的，他们会在下次的选举不投票给民联，也轮不到阿旺登雅在砂州来投诉。

砂州国阵是因为目前还输得不够，71席只输掉7席，另外两席输掉的还可以买回来，所以还是不愿附顺砂州人民的意愿。 2006年之前，砂国阵只输1席，当时地契更新费是地价的25% - 40%。肯雅兰一带的排屋的更新费需要一万多令吉。之后，2006年砂州州选，国阵输了7席给民联，2席给独立人士，地契更新费开始调底，肯雅兰一带的排屋更新费降到两千多到4千多令吉。今年516诗巫补选之后，砂州政府又一次调低地契更新费至排屋1千令吉的地契更新费。

从这几年砂州政府在行动党的压力之下，不断的调底地契更新费。这证明，地契更新费的收入根本不影响砂州政府的财政状况。主要还是要看，多少人民支持行动党，越多人支持行动党，国阵政府就会把地契更新费降得越低。因此，只要在来届州选，民联若可以赢得20席以上的州议席，‘地契到期，免费自动更新’这个砂州人民的诉求，就有很大的机会会被落实。

国阵政府不愿意修改土地法典，确保“地契到期，免费自动更新99年”，主要是因为他们还不懂得什么叫做“以民为本”，不懂得“附顺民意”。因此，只有在州选时让国阵输更多的议席，他们才会学懂何谓“以民为本”和附顺民意“。

Wong Soon Koh should stop telling lies and giving unbelievable excuses for SUPP's loss in Sibu and face up to the fact that BN has failed the people after 47 years

It has become blatantly obvious that SUPP is still clueless why BN lost the Sibu by-election, for they have clearly lost touch with the needs and interest of the voters.

In his winding up speech in the Sarawak State Assembly, the 2^nd Finance Minister made a litany of baseless and unbelievable accusations against the DAP and made no attempt to understand the fact that the people of Sibu has had enough of the decades of abuse, cronyism and corruption by the Barisan Nasional state government.

Wong Soon Koh made the laughable claim that the DAP is now extremely rich for we can fly over hundreds of campaigners to Sibu to assist in the Sibu by-election. We would like to inform him that nearly all DAP campaigners, be they Members of Parliament, state assemblymen or ordinary members, took care of their own expenses without burdening the party. In addition, in order to save expenses, most of them stayed either with party members in Sibu or in low-budget hotels.

Unlike Barisan Nasional leaders, we do not fly first class, nor stay at 5-star hotels which are paid for by the federal or state government, under the pretext of carrying out their government duties, despite obviously campaigning for the SUPP candidate.

Despite having nearly full control over the 3Ms, money, media and machinery, Wong Soon Koh has the cheek to accuse DAP of employing “dirty tactics” to win the Sibu by-election. Despite his claims he has provided absolutely no evidence of foul play to date. On the other hand, it is BN which has handed out cash liberally to voters in order to entice votes.

The DAP has consistently based our campaign on the fact that the State BN leaders have overstayed their welcome, that cronyism, corruption and nepotism are rampant in BN and that SUPP has failed to defend the key tenet of Sarawak's 18-point agreement to join Malaysia, the guarantee of freedom of religion. Are these dirty tactics or are these the ugly truth that BN leader refuse to admit?

Finally, Wong Soon Koh also accused DAP of intimidation tactics to scare voters from voting resulting in the very low turnout of 59.8%. Wong Soon Koh must be joking for DAP has neither the ability or the power to intimidate, but are instead victims of intimidation and injustice as BN has full control over the Election Commission and the police force. What is worse is that Wong Soon Koh is basing his claim on a wrong piece of information provided by the EC that the turnout is only 59.8% when in actual fact, the EC has already corrected this figure to 70% voter turnout, which is higher than the last general elections in 2008.

Wong Soon Koh should admit that the BN's defeat in Sibu is cuased by the ineffectiveness of SUPP in BN, the oppressive policies of BN and the rampant corruption, nepotism and cronyism of BN. The denial syndrome that BN has failed the people of Sibu and Sarawak will only result in a bigger loss for BN come the next state elections in Sarawak.

The Sibu Miracle on 16th May 2010 is the beginning of the awakening of Sarawak. From now on, no one will take us – the people of Sarawak – for granted. One small step in winning Sibu is one big step to winning power in Petrajaya, and a giant step forward to winning power in Putrajaya.

Sarawak is rich. It has the largest land mass in Malaysia and an abundance of resources such as timber, land, palm oil, gold, oil and gas.

But the people of Sarawak are among the poorest in Malaysia because of low pay, poor employment opportunities and a business environment which is monopolised by a selected few.

It is the only state in Malaysia where one family – that of the Chief Minister’s – practically has complete power over the state’s entire economic and political activities.

GOOD GOVERNANCE = NO MORE TAIB

Chief Minister Pehin Sri Abdul Taib bin Mahmud will be in office for three decades by next year. It’s time that we take the mandate back from Taib and herald a new era of reform and rejuvenation for Sarawak.

DAP and Pakatan Rakyat stand for good governance. Taib Mahmud’s BN has a track record of bad governance. Taib’s family through Cahaya Mata Sarawak (CMS) and other crony companies control the most lucrative contracts and businesses, impoverishing the rakyat while making life difficult for small businesses.

EQUAL PARTNERSHIP

DAP and Pakatan Rakyat believe in equal partnership in political coalition and in federal-state relations. The sole purpose of the existence of Sarawak BN is to prop up Taib’s empire whereas Pakatan Rakyat practices equal political partnership for the betterment of the rakyat. A student from the above school has today approached me, accompanied by his father. The student's left eye was red with clogged blood on the cornia. According to him 4 gangsters came into the school compund at approximately 5:30 p.m. 29-01-2010 and beat him up. They punched his face and head, grabbed his head and smashed his head against the wall. He was badly injured.

How can the school management allow gangsters to come into the school compound and assault the students, bearing in mind that it happened during school hours (the student is in the afternoon class)? Was there any security for students while they attend classes in school?

Other than the physical injury suffered, the student is now in trauma and it is uncertain whether he can still garner enough courage to return to the school to continue his study after the incident.

As this is a very serious case, I urge your goodselves to take immediate action on this matter and see to it that the offenders were brought to book as soon as possible.

On the other hand, kindly let us know what action will be taken by the Ministry to ensure that nothing of this sort will happen again.

BN, a extremist Coalition

I totally agree with the High Court decision in allowing The Harold to use the word "Allah" in its publication. The decision is in line with the spirit of our Federal Constitution and my concurrence with the decision should come as no surprise to all.

However, what surprise many is that PAS, portrayed as an extremist political party by mainstream BN controlled media, officially supported the decision while the "so-called moderate" BN government challenged the decision and appeal to the appellate court to reverse the High Court decision.

Though there are some BN leaders making statements in support of the decision, the fact remains that, "the BN Government appealed against the decision". This means, the BN coalition government is not in agreement with the decision.

When PAS can have such a liberal mind to accept the decision, it disgust me that the BN, who always propagate itself as a moderate and liberal coalition vis-a-vis PAS, cannot accept the decision.

Therefore, the ultimate question that we should ask: Who is more extermist?

The next question that one will then ask is, what is the position of Sarawak United People's Party (SUPP). The SUPP used to attack DAP for associating with PAS. Now that we can see the more liberal side of PAS, is SUPP keeping mum over the extremist view of BN, its own mother body?

无权拨地建校人联当家不当权

人联党秘书长沈庆辉要行动党自己负责校地和建校，还说就算是人联党本身也需向土地局申请校地，再次显示了人联党当家不当权，本身当政府却还要向政府申请地建华小。

建校原本就是政府的基本责任。目前，在古晋，华小供不应求，许多华裔子弟无法进入华小就读。就以今年开始招生开课的古晋中华小学第二校而言，申请就读二小的学生，已超过该学校可以容纳的学生人数。这供不应求的现象，就是身为执政党的人联党的失职。

如今行动党以在野党的身份，建议政府拨地，行动党负责筹款建校，这已是对执政党的一种警告，提醒人联党其失职之处。

但是，令人感到遗憾的是，人联党的秘书长沈庆辉居然还不知羞耻，还要行动党自己负责校地和建校。若连建一间华小也要在野党负责，那人联党作为执政党，其许多领袖长期来所拿的部长和副部长的薪水，岂非白拿？

行动党以在野党的身份来建华小，已是在做行动党身为在野党职责范围之外的事务了。人联党身为执政党，非但没有发挥执政的功能拨地，反而还要行动党自己负责校地，这是情理所不容的。

沈庆辉在日前说，人联党本身也需向土地局申请校地。沈庆辉的这番言论简直就是荒谬。人联党是执政党，本身就是政府，而土地局也只不过是政府的其中一个部门，人联党居然要向土地局申请土地建校。

这岂不是自己向自己申请拨地？这是荒天下之大谬的言论。唯一的解释就是，人联党当家不当权，虽然做政府，却连拨出一块4、5英亩校地建华小的权力也没有。因此，身为人联党秘书长的沈庆辉只好把拨地的责任推掉。

虽然人联党要耍太极，逃避责任，但是行动党还是会将向土地局申请拨地的文书，复函一份给人联党。

既然人联党一直以来都在在宣传“有人在朝好做事”的概念，拨出区区一块4、5英亩的地充作华小，对砂州政府应该只是举手之劳。如果人联党连这一点的权力也没有，那人联党应该向华社坦白承认其“当家不当权”的地位，停止继续误导人民。

谴责丢汽油及梨花弹暴力

今年来行动党砂州领袖住家第三次被不明人士袭击。首次是于今年6月，我本身住家遭到汽油弹的袭击，接着便是最近行动党砂州主席黄和联的住家在3周内，两次遭人以梨花弹袭击。
我们严厉谴责不法之徒向政治人物住家丢汽油弹及梨花弹等的暴力事件，希望警方早日查出真凶，以免警方威信尽失。
行动党对这些非法之徒采取如此暴力的肮脏手段感到万分遗憾。这根本就是作为一个民主国家的污点。
我们并不排除这些事件与该党的政敌有所关系。希望警方能尽快的将这3宗袭击政治人物住家的案件侦破，将涉案者提控上法庭接受应有的惩罚，杀一儆百，让我国的所有人民代议士得以安心。
我的住家是于今年6月9日遭人丢汽油弹。但在4个月后的今天，警方依然无法查出涉案者的身份，叫人感到遗憾。同样的，黄和联的住家在3周前遭到梨花弹的袭击，现在警方仍未查出任何头绪，凶徒便再次登门袭击。
凶徒如此目无法纪的行举，不但让人民代议士与家人的性命受到严重威胁，更是在挑战警方的威信。
行动党认为，如果警方无法尽快的将凶徒绳之以法，那我国警队将威信尽失。

过去8个月，政府从人民身上赚取不菲的额外盈利

在过去8个月，国民购买汽油时，政府不但没有津贴人民，反而还从消费者身上赚取不菲的盈利。

根据我上周在国会下议院所得到的口头提问的答案，比较过去7个月国际原油价格的浮动而得出结论，在过去8个月，国内汽油的价格，远远高过生产汽油的成本。换言之，政府在过去8个月，不但没有津贴国民使用汽油，反而还从人民身上赚取不菲的额外盈利。

根据首相署部长在国会给予的口头问题的书面答案，当国际原油价格每桶40美元时，RON97的汽油生产成本是每公升118.79仙；当国际原油价格每桶50美元时，RON97的汽油生产成本是每公升140.81仙；当国际原油价格每桶60美元时，RON97的汽油生产成本是每公升162.82仙；当国际原油价格每桶70美元时，RON97的汽油生产成本是每公升184.85仙。

另外，政府所制定的运载费则是每公升9.54仙。 2008年10月期间，国际原油的价格是处于每桶75美元，即表示当时的RON97的生产成本是大约每公升1.96令吉，再加上每公升9.54仙的运载费，也不过是每公升2.06令吉的总成本。

但是，10月1日至10月15日，国内的RON97汽油价格却是每公升2.45令吉，而10月15日政府调低15仙至每公升2.30令吉。

因此，在2008年10月份，国内人民每购买1公升的RON97汽油，国油就每公升多赚39 – 24仙。在2008年11月期间，国际原油价格是处于每桶55美元，即表示当时的RON97的生产成本加运载费是每公升1.60令吉。但是，11月1日至11月17日，国内的RON97汽油价格却是每公升2.15令吉，而11月18日政府调低15仙至每公升2.00令吉。

因此，在2008年11月份，国内人民每购买1公升的RON97汽油，国油就每公升多赚55 – 40仙。在2008年12月期间，国际原油价格是处于每桶42美元。因此，当时的RON97的生产成本加运载费是每公升1.32令吉。但是，从12月3日至12月15日，国内的RON97汽油价格却是每公升1.90令吉，而12月16日政府再调低10仙至每公升1.80令吉。因此，在2008年12月份，国内人民每购买1公升的RON97汽油，国油就每公升多赚58 – 48仙。

自2008年12月16日，国内RON97汽油价格就定在每公升1.80令吉。但是，这期间，国际原油价格都在趋低。以下是今年正月至5月份的平均国际原油价格和RON97生产成本和运载费：
石油是国家的天然资源，是属于人民的资产。我国是石油出口国，政府以一小部分的石油收入来津贴人民使用石油产品（汽油、柴油和煤气）是天经地义的。更何况，在去年8，9月，当国际原油价格不断飙升时，政府为了要继续上调国内汽油价格，逐公布今后政府将只提供每公升汽油30仙的津贴。政府的这项公布，是为了当时极可能把国内汽油价格再调高过每公升2.70令吉的价格而留下的后路。但是，当这项新政策公布不久之后，国际原油价格就一直滑落到去年正月最低的每桶36美元的价格。

既然政府已公布将提供国内汽油每公升30仙的津贴，就算国际原油价格下滑，政府也有责任贯彻始终。

更可恶的是，政府不但没有实行其所公布的30仙津贴政策，反而还允许国油向国内消费者赚取额外的利润。这不只是言而无信，而且是欺骗人民。

这每公升汽油几十仙的额外利润，对于全国消费者而言，可是每月额外多付几亿甚至几十亿令吉的汽油开销。马来西亚得天独厚，拥有丰富的天然资源，石油开采的收入源源不绝，但是国阵政府之所以要如此剥削人民以赚取额外天文数字的利润，主要就是因为长期来的贪污、腐败和浪费，如巴生自由港口数百亿令吉的浪费等，导致国库空虚。

因此，这次所谓的‘汽油津贴’事件再次突显，政府贪污、腐败和浪费的最终受害者就是广大民众。

Hari Gawai and SUKMA

The following is the reply I got from asking the question about whether the government will ensure that in future the SUKMA will not fall on Hari Gawai so that the atheletes will be able to spend their Gawai with their families.

All sorts of excuses are given. In other words, the Barisan Nasional Government will continue to schedule the SUKMA to fall on the Hari Gawai, paying no heed to the importance of Hari Gawai and the need for the atheletes to spend the Gawai with their family.

More importantly, this is a show of disrespect on the part of the Barisan Nasional to the celebration of the Dayaks.

Is it because they are the minority or just because Dayaks can only be found in Sarawak? Maybe it is becasue the Dayaks have not the movement of our fellow Indian countrymen like the Hindraf.

1. Kementerian sentiasa prihatin dalam menentukan sesuatu tarikh kejohanan seperti Sukan Malaysia (SUKMA) agar tidak bertembung dengan perayaan Hari Gawai dan lain-lain perayaan yang disambut di negara itu.

2. Namun, penentuan tarikh SUKMA bergantung kepada tuan rumah dengan depersetujui oleh Jawatankuasa Tertinggi Sukan Malaysia. Faktor-faktor yang diberikan pertimbangan antara lain seperti berikut:
(i) kemudahan penginapan
(ii) pertembungan dengan temasya sukan antarabangsa, acara-acara rasmi negeri/negara dan hari-hari kebesaran negara; dan
(iii) tempoh cuti persekolahan dan cuti semester institusi pengajian tinggi tempatan bagi memberi ruang kepada atlet daripada pelajar sekolah dan mahasiswa menyertai SUKMA.

3. Untuk makluman Yang Berhormat, Kemeriahan Hari Gawai tetap dirasakan kerana kontinen negeri Sarawak mengambil peluang menganjurkan sambutan Hari Gawai di perkampungan sukan yang turut diraikan oleh kontinjen dari negeri-negeri lain yang bertanding. Semasa penganjuran Sukan Malaysia XII Terengganu 2008, seramai 300 dari 440 atlet kontinjen Sarawak menyambut Hari Gawai di perkampungan sukan.

MAKLUMAT TAMBAHAN

1. Sukan Malaysia (SUKMA) dipertandingkan secara dwi-tahunan bermula tahun 1986 bertujuan untuk mencungkil serta mengenal pasti bakat-bakat muda dalam bidang sukan di seluruh negara.

2. Sukan Malaysia 2006 yang telah diadakan di Kedah pada 25 Mei hingga 4 Jun 2006 terpaksa diadakan pada tarikh tersebut kerana beberapa perkara iaitu bersesuain dengan cuti persekolahan, kedatangan bulan Ramadhan yang dijadualkan pada bulan September, “demam Piala Dunia” dan kesibukan negara menghadapi Sukan Asia pda bulan November/Disember 2006. Ini diikuti dengan Sukan Malaysia 2008 yang telah berlangsung di Terengganu pada 31 Mei hingga 9 Jun 2008 juga merupakan cuti penggal persekolahan dan negara ketika itu juda dalam persiapan menghadapi Sukan Olimpik Beijing pada bulan Ogos 2008.

3. Pada keseluruahnnya wawasan Sukan Malaysia telah dapat dicapai memandangkan setiap kali Sukan Malaysia diadakan kita telah dapat melahirkan jaguh-jaguh sukan remaja di peringkat kebangsaan. Di samping itu, setiap kali Sukan Malaysia diadakan juga banyak rekod-rekod baru telah dicipta dan ini membuktikan bahawa mutu pertandingan sukan di Sukan Malaysia sentiasa meningkat dari semasa ke samasa.

4. Sukan Malaysia edisi ke-13 yang akan diadakan di negeri Melaka pada tarikh 28 Mei hingga 6 Jun 2010 berdasarkan tarikh cuti penggal persekolahan tahun 2010 dan negara juga ketika itu sedang bersiap sedia menghadapi Sukan Komanwel, New Delhi pada bulan Oktober 2010 dan Sukan Asia, Guanzhou, pada bulan November 2010.

Yesterday, I had my first experience to visit a rather remote longhouse in the 2nd Division.

We, a group of 13 DAP members, had to travel through the logging roads and literally driving across a stream with our Hilux. Some of the members were standing at the back of the Hilux and seems to be enjoying the "cross-country" track.

However, it may be quite an experience to travel on such cross-country track, but the thought of having to travel on such road everyday is horrifying. It is not a long journey, about 10km. I would think that to tar the whole stretch of the road would not be very expensive.

It just cross my mind that while the BN government is shouting so much about the new DUN building being the state of the art design (though it costs an astronomical RM300 million), we have our own fellow brothers and sisters in these rural area who do not even have a proper road.

So much for the so-called "Politics of Development". These Dayaks have been impoverished and marginalised by the BN government.

Anyway, yesterday I visited 4 longhouses and 1 house. By the time we reached the fifth house, all the tuak, lan kao, vodka, barcadi, whisky, brandi, beer are taking their joint effect on me.

We started driving home at about 5:00 p.m. One of our cars broke down. The gear-box was punctured while driving through those "cross-country" tracks. We have to tow the car back to Kuching.

人联党失信于民

在古晋二小搬迁的事件上，人联党多年来都将之作为政治资本，二小成为了人联党数届选举的宣传伎俩。人联党领袖当初也口口声声说将负责二小建筑费，但如今却说还差的80万建筑费该由校董会承担，令人感到非常遗憾。

当初校董会通过人联党争取新二小现址校地时，人联党答复说有关地段是保留给国小，不可能会批给华小。在朝的人联党当时不但不敢向政府争取，反而建议校董会出钱购买位于三马连的一块土地。之后在行动党不断的与土地测量局对话和施压下，该局批准把有关土地交给二小。但当我在收到土地局的回函并公布此事时，作为政府一员的人联党竟然不知有此事。

显明的，人联党的做法是要华社承担校地费用，但行动党的立场是认为，人民每年缴税，所以校地应该由政府承担，政府有责任提供基本的母语教育。

2008年国会选举时，人联党领袖与陈伯勤在新二小动土礼上合照，把二小被批准搬迁的事件炫耀说是人联党争取的结果。

此外，人联党秘书长拿督沈庆辉2007年1月24日在报章上宣布人联党会负责二小的建校经费。2008年12月6日，陈伯勤锁上二小校门时，陈康南再次肯定人联党会负责建校经费，甚至说过就算借钱也会还。可是才过没几个月，陈康南就叫校董会付80万的建筑费。更何况其中的150万还是纳税人付的（政府拨款）。

在法律上，校董会没有和GlobalUpline签约，该公司没有权力向校董会收钱。如果有拖欠，那是人联党和该公司之间的事。希望人联党不要把校董会拉下水。

我们认为，做人处事最重要的是要有信用。人联党陈康南今日叫校董会付建筑费，再次显出人联党失信于人民。如果要校董会出钱，应该在工程未批准前公开招标。

身为校董和古晋市民，我认为，人联党既然许下承诺，就应该去负责，不应该叫校董会出任何钱。

Election Petition -- Finally it is over

Finally, the Election Petition of Bandar Kuching is over. To me the whole episode is a JOKE, orchestrated by Sarawak United People's Party (SUPP). It is a waste of my time, the Court's time and mostly importantly the Rakyat's time.

The Petitioner was introduced to Henry Ling, his lawyer, by the brother of Teng Lung Chi (SUPP's treasurer). The Petitioner do not have a bank account for several years, but on the day he filed his Election Petition against me, he deposited a sum of RM7,000 into his bank account. This RM7,000.00 is in addition to the RM10,000.00 cash that he has to deposit into Court upon filing of the Eleciton Petition.

In short, on 17-4-2008, he suddenly has in his possession RM17,000.00 cash at his disposal. Where did the cash come from?

The second witness for the Petitioner said in Court that he was approached by Seh Hua Tong (now SUPP youth chief) who asked him to be a witness in Court.

The third witness has been a die-hard SUPP member for decades, one that will do anything and even die for SUPP. She told the Court that DAP is the government of Kuching and that Pak Lah is the Prime Minister for West Malaysia!

The fourth witness was a Simpang Rengam detainee because of his involvement in fake passport syndicate.

Half way through the trial of the Election Petition (which went on for 28 days), someone by the name of Dublin lodged a police report against me complaining that the Mr. Smith's article which appered on my blog and which was also a subject of complaint in the Election Petition, is seditious. The complainant came forth to give evidence for the Petitioner. When cross-examined, the complainant first said that he is not a member of SUPP. Then we produced a search from the Registry of Society which showed that he is a committee member of SUPP Batu Lintang Branch for the year 2006 - 2008. Upon confronted with the search, the complainant was dumb-founded and could not bluff his way out.

As events and witnesses unfolded, it is clear beyond doubt that SUPP is wholly behind the Election Petition. Anyway, should the Petitioner succeeded in the Petition, SUPP is the biggest beneficiary of the action. SUPP will have a second bite on Bandar Kuching Parliamentary constituency and Kota Sentosa State constituency.

It is disgusting to see that a political party like SUPP has to hide behind Kho Whai Phiaw (the Peitioner) in their attempt to unseat me and thereby challenge the mandate of voters in Kuching. By doing so, SUPP has shown no respect to the voters in Kuching.

I see the Petition as a form of harassment. For one whole year, I was harassed by the Petition. To claim that it did not affect my state of mind would be not telling the truth. Though I am not really involved in the research on the law and submissions, being the party to the Petition, it is stressful, especially during the trial days and the few days before the delivery of judgment.

However, this Election Petition exposed SUPP's true colour. In their attempt to get rid of me politically, they will resort to all means, by hook or by crook, little did they realise that such underhand and undemocratic tactic adopted by them will furher drive the Rakyat away from them.

In politics, the golden rule is: "The political party which does not know how to respect the wishes of the People will ultimately be rejected by the People in toto."

Last but not least, I would like to extend my heartiest gratitude to the team of lawyers helping in my case, our Party members and all the supporters for the encouragement and concern.

Just yesterday and today alone, I have received hundreds of SMSs and calls. My apology for not being able to answer all the missed calls.

将阅读英语故事书列为小学课程

政府应把阅读英语故事书列为小学课程，以提高学生的英语程度。

上周四（2月26日），我在国会下议院参与感谢最高元首御词辩论时，针对英语教数理的政策，做出如是建议。

行动党的立场是反对以英语教数理来提升学生们的英语程度。因为，以英语教数理，学生们只能学到数学和科学的术语和深字，却无法学到英语句子的运用。因此，英语教数理是不能提升学生们掌握英语运用的程度的。

以我本身儿子在华小就读二年级的课程为例，华小二年级的学生，每星期只上1小时的英语课，而四年级的学生每星期只上2小时的英语课。这是不足以加强学生们的英语掌握能力。

如果政府真的有意要提升我国学生的英语程度，英语教数理不是办法，而最好的方法就是以英语教英语，并把英语故事书，如Enid Brighton系列的故事书，列为小学课程之一，强制所有学生必须阅读英语故事书。

另一个可行的提高国人英语程度的方式，就是把那些以前是英语源流的学校，如教会学校等，改回英语源流学校。这也能让家长们有个选择，是否要把他们的子女送入华小，英小或国小。长远来说，这制度也将为我国生产可掌握不同语言的人才。

新年快乐，万事如意

恭贺各界“新年快乐，万事如意”。

虽然全球经济风暴，许多国家都面对此经济风暴的冲击，对明年的预测保持非常悲观的心态。但是，砂拉越州得天独厚，只要政府能秉持廉洁公平的施政方针，此国际经济风暴对砂州人民的冲击将可被减至最低的影响。

砂州的天然资源非常丰富，只要州政府能够妥善的处理，不利用政权自肥朋党，这些天然资源将是本州缓和国际经济风暴冲击的最佳“缓冲器”。

但是，遗憾的是，砂州国阵政府的政策和工程的发放，并没有照顾到广大的人民和工程承包商。政府工程的发放，还是只集中几个集团，甚至土地的分发，仍然是以财团利益为第一考量。

就以最近政府第二轮的建桥工程计划，根据消息来源，砂州政府仍将建两三百座桥的工程合约批给首席部长儿子的公司。第一批的建桥工程合约给了Titanium Management Sdn Bhd(Abu Bekir Bin Taib的公司)，总价值是9亿多令吉。第二批的建桥工程合约的价值相信比第一批的更高。

在国阵政府这种工程垄断式的给政治领袖家族公司的政策下，成千上万的承包商只能成为第二手，甚至第三手承包商。付出劳力和资金，勉强只能赚点维持公司开销和工人薪水的收入，有时甚至还要亏本。

国阵政府的这种政策，如何能够带动全民经济发展？充其量，只是几个朋党得到好处，普遍人民却生活在入不敷出的状况。

因此，我希望在新的一年，国阵政府能够一改过往的贪污腐败作风，以廉洁施政及公平分配砂州资源给人民的政策，带领砂州人民渡过全球经济风暴的难关。

以目前的政治状况，相信在新的一年，首席部长不会解散州议会，举行州选。因此，砂州国阵就只剩明年一年的时间来证实给人民看，国阵是否有决心实行廉政。若国阵还是执迷不悟，相信后年的州选，砂州人民将更换政府。

国阵阻民联实行利民政策

纳吉今天在报章上发表指民联政府分发永久地契是违宪的言论，显示了国阵政府在土地问题上，非但不附顺民意，而且还千方百计阻止民联政府实行有利于民的土地政策。
自从308大选民联政府执政霹雳州，民联政府实行了，在所有新村地区分发永久地契。民联政府的这项决策不但深受霹雳州人民的欢迎，更获得所有砂州人民的赞赏和向往。这是因为，让人民拥有永久地契才是真正的“还权予民”。
在霹雳州，过去新村地契年限短，新村人民为了更新地契的问题而被逼要向马华部长们乞求协助。因此，霹雳州的国阵政府常以地契的问题威逼利诱新村人民的支持。相反的，当308之后民联上台做霹雳州的州政府，民联政府第一时间“还权予民”，让霹雳州新村人民成为真正的地主。从此不需要看政府和政党人物脸色，也不需要为更新地契而烦恼。
砂州人民也非常向往霹雳州民联政府的这项新土地政策，原因是因为砂州人民长期来都受到地契到期的问题所困扰。许多地主的地契快要到期但却无法获得政府批准更新，更多地主则要面对非常昂贵的地契更新费。
霹雳州的民联政府分发永久地契绝对是一项有利于民的政策。国阵政府非但没有给予支持，反而诸多刁难，尝试以一些法律上的技术问题，阻止民联政府实行有利于人民的土地政策。
我们暂且不争论纳吉的言论是否正确。但是，若纳吉认为霹雳州政府在分发永久地契前必须得到国家土地理事会的批准，国家土地理事会即然是联邦部门，而纳吉又是联邦政府的第二号人物，纳吉就应该立刻下令国家土地理事会给予批准。
身为一个民选政府，应以民为本，纳吉应该促使国家土地理事会批准霹雳州州政府分发永久地契，而不是以这种法律上的技术问题，阻止民联政府分发永久地契。因此，纳吉的言论暴露了国阵政府一直以来只是把‘人民利益’褂在嘴边，并没有诚意实行真正有利于民的土地政策。
砂州国阵政府的土地政策，同样的没有保护人民的土地产权。而纳吉今天的言论已表明了国阵的土地政策的立场，即不实行有利于民的土地政策，也不允许民联政府实行有利于民的土地政策。
砂州的土地地契分发，并没有受到国家土地理事会的管制。但是砂州政府却不愿分发永久地契，连修改土地法典确保所有地契到期自动更新砂州的国阵政府也不愿意做。
砂州政府不愿意修改土地法典保彰人民的产权，主要是要以此来剥削，威胁和恐吓人民，逼使人民支持国阵。但是在目前全球化的资讯时代，人民深知他们本身的权利。国阵的这种威胁的政治手段已不能奏效了。
既然纳吉的言论表明了国阵政府的土地政策，那砂州人民要他们的土地产权得到法律上的保障，唯一的方法就是换政府，让民联执政砂州。

人联党沦为财团政党

砂人联党忘却作为政党的实际责任，沦为一个‘有出钱就是有做事的’财团政党。
人联党作为一个执政党，长期来都无法纠正国阵政府的教育偏差，让华文教育获得公平的待遇。现在，连自身政党向民众许下的承建新二小的承诺也无法兑现，反要开口叫外人捐助，更要叫反对党议员捐钱，实为可悲。
这显示了砂人联党忘却作为政党的实际责任，沦为一个‘有出钱就是有做事的’财团政党。
在今年308国选时，人联党口口声声承诺该党将承建新二小，但时隔9个月，该党却因与建筑商的财务问题，而导致新二小被建筑商以锁头锁起。
现在人联党中央秘书长拿督沈庆辉上议员更挑战我筹100万令吉支持二小。
当初拍胸膛保证全权负起筹建新二小校舍工作的人联党，可是现在大选过后，人联党秘书长却说人联党没有承诺所有钱都一概由该党负责。
在选举时，相信大家都清楚人联党在二小的课题上如何邀工、如何向华社作出承诺和保证。然而，现在人联党领袖却说他们没有承诺所有钱，这无疑的是人联党领袖在自打嘴巴。
现在人联党无法兑现承诺时，不单要华社出钱，更还挑战在野党为二小筹钱，明显的显示出了人联党“有钱就是爹、有奶便是娘”的可悲思维。
沈庆辉把出钱建华校当作是一个政党对华校的实际工作，忘了政党的责任是争取或实行公平的政策。这显示人联党已沦为一个向钱看的‘财团政党’，有出钱就是有做工，出多钱就是做多工的政治理念。
人联党经已忘却作为政党的实际责任，这同时也显示出了财团政治的操作的政党思维。
既然‘出钱就是实际工作’是人联党现今的政治理念，那在这个月人联党14日的党代，人联党倒不如以招标方式选党主席。选出愿意出最多钱的人当党主席，选一个亿万富翁当主席，有需要建学校就叫该主席出钱建学校。
二小的问题就是国阵长期不公平对待华校的政策所造成的问题。就单只这点，人联党执政多年却无法为华教争取到公平的待遇，人联党就应该向华社道歉。
就以行动党执政的槟州政府为列，在308之前国阵执政的时时，国阵政府没有拨款给独中和华小。民主行动党执政后，第一年就立刻在财政预算案中拨款给独中和华小。槟州政府更拨出地段建华小，现在正在等联邦政府批准新华小的执照。所以拟定对华校发展有利的政策，才是政党首要的实际工作。
我已致函予二小校舍建筑商公司的顾问丹斯里陈伯勤，要求后者开启锁住新二小大门的锁头，让二小老师能及早为新学年开口的事宜做准备。
新二小的建筑费问题乃是人联党与建筑商的私人财务问题，不应该影响到老师、家长及学生。希望陈伯勤能够把这两件事分开处理，不要对二小的校长、教师、学生和学生家长造成不便。

限人联在3天内让二小新校重开

人联党的不负责任，使到承建二小的承包商锁住二小校门，不让任何人进入。因此我限人联党在3天内使二小新校重开，以让二小校长，教师和校董们能进入二小做开校前的准备工作。

问题是由人联党制造出来的，人联党就应该立刻解决，不应该让校长教师，学生，家长及学校校董们为难。

不还建筑费是人联党和陈伯勤之间的私事，不应该影响到学生们开课的问题。而且，人联党更口口声声邀功说二小是“人联建校又一贡献”。

针对陈康南今日报章上所说的“将在开课前还清”，我认为人联党领袖根本不了解转校所涉及的工作，也没有诚意发展华文教育。

要等到明年开课前才还清，二小校长和老师们如何有时间去做开课前的准备工作。更何况，许多家长现在正在申请从其他学校转校到二小，这些家长们现在将如何处理他们子女的是否能转校问题。

因此，人联党若无法在3天内使新二小的校门重开，人联党全体议员必须辞去他们的国州议员和部长职位，以向华社谢罪。

至于陈伯勤是否有法律权力封锁二小，民主行动党的律师团目前正研究这方面的法律。若发现陈伯勤没权力阻止校董、教师学生们进入学校，行动党将提供二小校董全面法律援助，开放学校。

人联党背信弃义，欺骗古晋选民

在今年3月国选期间，当时人联党为了捞取古晋人民的选票，大事宣传，声称陈伯勤将在今年6月完成二小的建筑工程。当时，陈伯勤也非常落力的为人联党拉票，并跨下海口将在4个月之内完成二小的建筑工程。

当时的陈伯勤，给人民的印象是，做二小工程纯粹是为了华文教育。可是，现在却为了与人联党的财务纠纷，居然把学校锁起来，恫言不让学生们上课，置学生利益于不顾。

陈伯勤建二小是为钱还是真心为华教？人联党叫陈伯勤建二小是为大选捞取选票还是真心为华教？现在都一目了然的让人民看清楚他们的真面目了。

在大选时期，人联党的宣传重点就是“人联建二小”。这是一个大选的承诺。身为一个负责任的政党，即让在大选时说出这种话，就应该事先准备好建校的基金。现今工程完工了，还在考虑如何找钱。这是一个极度不负责任的政党作风。

陈康南在报章上所说的将开始筹款，我认为有2大理由人联党不可向华社筹募这笔建筑费：

1．人联党在大选时说明建二小是人联党的贡献。在二小的建筑工地，人联党也置放着一大片广告板块写明“人联建校又一贡献”。既然人联党邀功说建二小是其贡献，那人联党就不可叫华社出钱。
2．建二小的原本价格是400万令吉，之后为何会变成600万令吉？人联党和陈伯勤一直没有给人民一个清楚的交待。如果人联党要向华社筹款，人联党和陈伯勤必须要给捐款者一个清楚的交待，为何400万令吉会变600万令吉。而且，捐款人有权力要求人联党付还聘请一位独立估价师的薪金，来评估整个工程的价值，是否是值600万令吉。

若这600万令吉是人联党领袖本身的私人钱，那人民就不须追究为何400万令吉变600万令吉。如果人联党要公开向华社筹募这笔款项了，人联党必须聘请一位独立的估价师，公开向人民分析，到底这二小的建筑物是否真的值600万令吉？

Land Renewal Premium -- Cut-Throat Rate

I read in the papers quoting the Sarawak Chief Minister as saying that the land renewal premium is cheap, only RM200.00. Is the CM trully ignorant of the new land policy or is he pretending to be ignorant?

Under the new land policy, for agricultural land situated in area classified as "country land", renewal premium is RM200.00 per acre.

However, for agricultural land situated in area classified as "suburban land", renewal premium is 25% of the market price of the land or if the land is fully cultivated, 5,000.00 per acre

For agricultural land situated in area classified as "town land", renewal premium is 25% of the market price of the land or if the land is fully cultivated, 10,000.00 per acre.

As the Minister of Resource Planning whose port folio includes land in Sarawak, the CM could not have no knowledge of these rates. Why did he mention only the RM200.00 renewal rate?

Land belongs to the people. The government is merely the manager engaged by the people to manage the State's resources. Therefore, government should only charge a nominal premium for renewal, to cover the administrative charges.

The present premium for land renewal charged by the government is exorbitant and an exploitation of the people's right.

The CM said to the papers that having paid the 25% market price premium, the land owner will make huge profit if they develop the land. This is the view point of the very rich or successful developers. Such statement clearly shows that the CM is out of touch with the people. Not all the land owners want to develop their land. Is such view also shared by the SUPP leaders who surround the CM? Are these SUPP leaders giving the CM the wrong message from the people? or is it that these SUPP leaders do not dare to voice out the feelings and sentiments of the people?

To develop a parcel of land, one needs to have huge capital outlay. The owner is also subject to the risk of investment. Most people buy land as a form of saving and investment into the future. It is unfair to impose such high premium on landowners for the renewal of their land.

The government should adopt the policy suggested by DAP, ie unconditional free and automatic land renewal policy.

Re: Allocation of fund for Chinese Primary Schools &
Chinese Independent Secondary Schools

I write to appeal to your Ministry to include in the Sarawak State Budget 2009 which will be tabled in the coming Dewan Undangan Negeri sitting, an allocation of development fund for Chinese Primary Schools and grant for Chinese Independent Secondary Schools.

For years, the Chinese community has been calling on the government to make annual allocation of fund for Chinese schools in its annual budgets. In the past, it has been the Sarawak State Government’s stands that education is a federal matter and that National type Chinese Primary Schools are not entitled to development fund and Chinese Independent Secondary Schools are not entitled to grants from the Government.

However, such misconceived perception has now been dispelled by the Penang State Government who has pledged a RM1,000,000.00 grant for Chinese Independent Secondary Schools and the grant will be included in the Penang State Budget 2009.

The Penang State Government has proven that there is nothing wrong (legally, politically or socially) for State government to allocate fund for Chinese schools, be it Chinese primary schools or Chinese Independent Secondary Schools.

It is to be noted that the Penang State Government’s annual budget is only approximately RM300 million and its revenue is only in the range of RM200 – 300 million per annum. In comparison, Sarawak State Government’s annual revenue is approximately RM3,000 million, ten times that of Penang State Government.

As such, if the Penang State Government can allocate RM1 million for Chinese Schools, it is not too much to ask of our Sarawak State Government to allocate RM10 million for Chinese schools. Moreover, a large part of our Sarawak State Government’s revenue is derived from timber, oil and gas which are natural resources and the State Government does not really need to work hard to earn these incomes.

I have read in the newspaper quoting the Secretary-General of Sarawak United People’s Party (SUPP), Senator Sim Kheng Hui, as commending the Penang State Government’s decision to allocate fund for Chinese schools. Senator Sim also said that SUPP is still trying to get the Sarawak State Government to allocate, in its annual Budget, fund for Chinese schools.

It is regrettable that after more than 30 years in Barisan Nasional government, SUPP is still at the stage of “trying” to get the State government to allocate fund for Chinese schools. Is it not true that it is often said “In BN, everyone is an equal partner”? If that is so, why is the view of SUPP leaders not respected by the Sarawak State Government hitherto?

I wish also to high-light the fact that allocation of Government fund for Chinese schools will not only benefit the Chinese communities but will also benefit all the other races. This is because, according to the statistics of the Education Department, there are about 16,000 non-Chinese students currently studying in Chinese primary schools throughout Sarawak.

It is undeniable that Chinese education has contributed greatly to our nation building. Therefore, it is high time that the Sarawak State Government starts to give recognition to the contribution of Chinese education in Sarawak by providing annual allocation of fund for Chinese schools in the Sarawak State Government’s annual Budget.

The allocation of fund for Chinese schools in Penang has been very well-received by the people. I can assure your goodselves that it will be equally, if not more, welcomed by the people of Sarawak.

I urge your goodselves to hear and answer to the wishes of the People of Sarawak.

Election Petition Won

It is over for the time being. Justice finally prevails. The Bandar Kuching People's Verdict on 8-3-2008 is upheld by the Court. I must say, it is a great relief to me, though I do not know whether SUPP/BN will appeal against the Judgment.

As I have maintained since the very beginning, this is a highly politically charged case, SUPP and BN is behind it all the way. As it turns out, SUPP branch leaders are the ones running around looking for witnesses and when they couldn't find enough, they asked their committee members to testify in Court.

UMNO, like the big boss of SUPP, just pay the money and finance the Petition.

I call on BN and SUPP to accept and respect the verdict of Bandar Kuching people on 8-3-2008. Don't be such a lousy loser, trying to undermine the people's decision during election. The people of Kuching spoke loud and clear on 8-3-2008. We won by a big majority of 9,952.

Stop trying to circumvene the election process. If you want the Bandar Kuching seat, then implement people-friendly policies and face the people again in the coming election.

霹雳能，砂州为何不能？

霹雳州政府于831国庆日前夕宣布将拨地2500英亩（1000公顷）予该州9间独中，让这些独中共同实行“以地养校”的计划的措施，让人感到欣慰，惟令人遗憾的是，拥有大片土地的砂州，州政府却没有能力这么做。
我们砂拉越的乃是全马最大的州属，土地比霹雳州幅更广，且比霹州地广人稀，州政府没有理由不能仿效霹雳州为华校实行“以地养校”的计划。
霹雳州政府此举是为了减轻独中长年来面对入不敷出的财务负担。这是非常值得赞扬的。
如果砂州政府愿意，肯定能做到。就例如坐落在巴都林当的一200英亩地段，政府只要考虑拨出其中的100英亩大的地段给华校，也就足够了。
可是我们不明白的是，该大片的黄金地带之政府地，为何砂州国阵政府不将之拨给独中实行“以地养校”政策，反而却批给私人公司发展？
我们对此深感遗憾，对于独中的“以地养校”政策，国阵政府执政50年来做不到，但人民联盟仅执政5个月就做到了，这也再次的显示出国阵政府的教育政策是根本没有诚意协助独中发展。
这也说明在过去50年来，国阵成员党，尤其是口口声声代表华社的人联党，只不过是在敷衍华社吧了。

Re: Exhumation of graves at Lot 192 Block 208 KNLD

I refer to the incident yesterday where 44 graves at the above-mentioned land were exhumed.

According to the search conducted by me with the Lands and Surveys, the title to the land contains a Special Condition that “The land is to be used as a burial ground only”. Enclosed herewith a photocopy of the relevant land search.

Given the Special Condition of the land, it puzzles everybody why a contractor will take action to exhume the graves.

As matter relating to graves and burial ground is sacred and highly sensitive, I urge your goodselves to take immediate action to investigate into the matter and clarify with the public and the affected family members on the following queries:

1. Who is the contractor involved in the exhumation of the graves?

2. On whose instruction did the contractor carry out the work?

3. Why was such instruction given?

4. Whether there is any application for development of the land? If so, what is the position of the government in respect of the application and what is the status of the application?

5. Who made the application for development of the land?

6. What subsequent action will be taken by the government henceforth?

I hope your goodselves will view this matter seriously and I look forward to your prompt clarification.

Black-out in Sarawak

I felt amused when I read in Borneo Post today quoting our Chief Minister saying that the Satureday blackout was "nothing compared to that in New York city, USA, in 1965".

The first question that came to my mind was, "Are we comparing ourselves with the 1960s' USA?". Our Chief Minister might as well say that it is only few hours' of "no electricity", not as bad as the times when there was no electricity.

From the explanation of Awang Tengah, it seems that the power outage was due to the shutting down of Circuit 1 between Sibu and Bintulu. In the press statement, Awant Tengah also said that:
"Due to insufficient generation capacity to meet the load demand in Kuching-Sibu sub-system, the generators in Batang Ai and Sejingkat Power Corporation (SPC) tripped, causing blackout in areas in Kuching, Sri Aman and Sibu."

If the shutting down of Circuit 1 will have such repercussion, why did the SESCO technicians not know the effect before the shutting down of Circuit 1. So much talk about the increased eficiency of SESCO after privatisation.

Before privatisation of SESCO, there is only one such state-wide blackout. It lasted for less than half an hour and was during the vote-counting of the 1999 General Election (during the height of the reformasi movement and a critical moment for BN).

After privatisation of SESCO, we see the industrial electricity tariff sky-rocketed. We still have the most expensive domestice electricity tariff. We see the connection fee charged by SESCO sky-rocketed, collecteral deposit charged by SESCO remains very unreasonable. In short, the consumers pay more to SESCO after privatisation.

But what happened on Satureday exposed that, with all such increased payment, we do not have a better and more efficient system. Where has our additional payment gone to?

On a lighter note, 9 months after the 1965 New York blackout, there was a surge in birth rate in Nedw York. Whether blackout has the same effect in Sarawak, we wait and see. Statistics will tell in 9 months' time.

Vote Buying in UMNO

Another allegation of vote-buying in UMNO general assmebly. This time, it is by Umno vice-president Muhyiddin Yassin.

It is nothing new that rampant vote-buying is alleged to be rampant in UMNO assembly. This is also not the first time such allegation was made publicly.

The question that the general public wants to know is: What happens next? Are there going to be stern, unbiased and effective action taken?

There were allegations of vote-buying in the previous UMNO General Assembly. However, after all the hue and cry over the matter, no action was taken agains the personalities involved in such allegations.

It seems that in UMNO, so long as you stay in power or befriend the ones in power, you will not be investigated by the law enforcement units even if you break the law. That is why, year after year, vote-buying in UMNO General Assembly continue to happen and it seems to be getting from bad to worse. The perpetrators know full well that the important thing is to stay in power. If you are in power, all wrong-doings can be swept under carpet. If you try to be clean but cannot stay in power, you will be sidelined, despite your integrity.

What happens in UMNO General Assembly may be the internal matter of UMNO, but being the backbone of the ruling party in Malaysia, the culture of UMNO will surely infiltrate into both the public and private sectors of the nation.

At the end of the day, it boils down to whether Pak Lah has the political will to clean up the country and to start from UMNO. If he doesn't, the people will just have to change a Prime Minister and the ruling party.

Questions for Parliament sitting

My 12 questions submitted to the Parliament for the third sitting of this year which will commence on 18-8-2008.

1. Chong Chieng Jen minta Menteri Pelajaran menyatakan apakah tindakan yang akan diambilkan atas masalah dua bangunan bilik darjah di SMB Kuching High, Kuching yang telah diikhtirafkan sebagai “bangunan yang bahaya” dan samada tindakan tersebut akan disegerakan oleh kerajaan.

2. Chong Chieng Jen minta Menteri Pertanian dan Industri Asas Tani menyatakan sebab-sebab masalah kekurangan diesel subsidi yang dihadapi oleh nelayan-nelayan tempatan di Sarawak dan apakah tindakan yang akan diambilkan oleh kerajaan untuk meneyelesaikan masalah tersebut.

3. Chong Chieng Jen minta Menteri Pelajaran menyatakan jumlah murid belajar di sekolah rendah di Sarawak and angka pecahan jumlah murid Bumiputra dan Bukan Bumiputra yang belajar di Sekolah Kebangsaan dan Sekolah Jenis Kebangsaan Cina dalam tahun 2001, 2002, 2003, 2004, 2005, 2006, 2007 dan 2008.

4. Chong Chieng Jen minta Menteri Pelajaran menyatakan sebab-sebab masalah kekurangan guru di SJKC yang terwujud sepanjang masa ini dan apakah langkah-langkah baru yang akan diambilkan oleh kerajaan untuk menyelesaikan masalah tersebut.

5. Chong Chieng Jen minta Menteri Pelajaran menyatakan samada kerajaan akan menukarkan polisi sepanjang masa ini yang memarginalisasikan SJKCs dan SJKTs dari segi Dana Pembangunan supaya SJKCs dan SJKTs akan diagihkan peruntukan yang seimbang dengan peratusan jumlah murid-muridnya berbanding dengan Sekolah-sekolah Kebangsaan.

6. Chong Chieng Jen minta Perdana Menteri menyatakan kenapa kebelakangan ini kerajaan sering menegaskan perpaduan Orang Melayu sedangkan perpaduan semua Rakyat Malaysia seharusnya menjadikan agenda terutama Negara kita.

9. Chong Chieng Jen minta Perdana Menteri menyatakan bilakah kerajaan akan menubuhkan Suruhanjaya Bebas Aduan dan Salahlaku Polis (IPCMC) sepertimana yang disarankan oleh Suruhanjaya Diraja Penambahbaikan Perjalanan dan Pengurusan Polis Diraja Malaysia.

10. Chong Chieng Jen minta Menteri Perdagangan Dalam Negeri dan Hal Ehwal Pengguna menyatakan apakah halangan dari segi undang-undang yang melarangkan pengimpotan simen (cement) dari Semenanjung Malaysia ke Sarawak dan apakah sebab-sebab kewujudan larangan tersebut.

RM70,000 Additional Deposit from UMNO

Right form the start of the hearing of the Bandar Kuching Election Petition, we have suspected that there is someone behind the scene.

1. From the Petitioner's own mouth, a rich man was behind it, he received money for starting the Petition.

2. Then, SUPP Deputy Youth Chief's name, Sih Hua Tong was mentioned by the Petitioner's witness. He was actively involved in arraging for the witness to attend Court

3. Then, David Then, SUPP's treasurer's name was mentioned again. His brother was the one introducing and arranging for the Petitioner to meet the lawyer, Henry Ling.

4. The Petitioner's lawyer travelling in Ting Pek Khiing's campany cars to and fro Court.

Finally, UMNO is coming forth to pay the additional deposit for the Petitioner voluntarily.

We were trying to pull the cat out of the beg, we got a big cat, a lion.

It seems that the whole of the Barisan Nasional is out to unseat me. In DUN, I spoke strongly against the Chief Minister and his family's company getting the lion share of the government's projects. In Parliament, I spoke strongly against the continuation of New Economic Policy in the current manner, many poor Malays remain poorer, a handful UMNO puteras getting tons of money and become super rich.

Maybe that is why the whole of BN wants to go against me.

Are the Ministers Coming to Give Evidence in Court

I have made a court search on the Bandar Kuching election Petition case and found out that the Petitioner, Kho Whai Phiaw, has filed and obtained Subpoena summoning 4 ministers to give evidence in this Court, namely Wong Soon Koh, George Chan, Hishammuddin and Abdul Taib Mahmud.

In normal conduct of Court cases, I would assume that these are the rightful witness to be called as the Petitioner is complaining, inter alia, about DAP's attack on Barisan Nasional's policy.
They would be in the best position to come out and defend their policy, and be subject to the incisive cross-examination by my panel of counsel.

I don't know whether the Petitioner's lawyer have served these ministers the Subpeonas, but so far, I have not seen any of them turning up in Court.

As for myself, I really look forward to have them in the witness box and see my counsel cross-examine them on all the matters raised in our DAP election pamphlets about BN's policies and practices.

It is a big question mark whether they will come to be cross-examined in Court.

Election Petition against Me

The hearing of the Election Petition taken up by Kho Whai Phiaw against me will commence today.

We will be applying to strike out the Petition again. This time, on the ground of ambiguity and multiplicity of the charges and also that the charges does not consitute any offence.

The grounds of our application are, inter alia, as follows:

1. there are too many charges lumped together in one charge. eg. for the first charge, there are altogether possible 176 charges. This is against the fundamental principle of charge drafting.

2. the allegations contained in our election pamphlets are all based on true facts and are criticism against the BN policies. These are legitimate allegations in election time. In fact, most of the allegations are widely reported in the newspaper all this while. Many of them are contained in the Auditor-General's report and the Hansard Report.

I am of the view that this Petition is politically motivated. The Sarawak BN simply want to put me away from the political arena. I suspect, with good grounds, SUPP is behind all this. It is cowardly of them to hide behind the scene. Despite having won 30 out of 31 seats in the last General Election, the Sarawak BN still proceed with this underhand tactic to try to kill off the only Saraak Opposition voice in Parliament.

The important thing is, I know, and the People also know, that the ulterior motive of this Petition is to put me away from the political arena and that SUPP is behind this.

It is time to go to Court now.

Shahrir's Motion on Inflation

Domestic Trade Minister, Shahrir Samad is now tabling the Government’s motion on inflation at 11:40 am Monday 23/6/2008.

He is trying to justify the Government’s decision to increase the petrol price by 40% and diesel price by 60% on 4-6-2008.

If the Government wants to discuss this matter in Parliament, why did the Government announce the increment before it was discussed in Parliament? Therefore, this motion moved by Shahrir is just a farce. There is no sincerity in the Government to truly solve the predicament of the Rakyat.

The main reason given by Shahrir is that the subsidy on petrol and diesel is not conducive to produce a competitive breed of Malaysian and therefore detrimental to our nation’s growth.

If the government is so concerned about competitiveness, why:
1. protectionism policy in our automobile policy to allow Proton to rig huge profits for years at the expense of the Rakyat?
2. New Economic Policy whereby there must be quotas to the Bumiputras?

Dayak, Malay and Chinese --- Chief Minister of Sarawak

The Sarawak Barisan Nasional (BN) Members of Parliament (MPs) and State Assemblymen (ADUNs) should take the cue from the two SAPP MPs.

This is the time for the BN MPs and ADUNs to quit from BN and make our Sarawak’s voices heard loud and clear.

As the largest opposition party in Sarawak, we, Sarawak DAP, put forth our open invitation to all BN MPs and ADUNs to join us in our struggle for the betterment of Sarawakians. They can either join our party personally as DAP members or join us on a party-party basis as equal partners to form a new alliance front.

As a united front, we shall pursue the following 3 main agendas:

1. To implement a Chief Minister rotation system whereby a Dayak, a Malay and a Chinese will take turn to be the Sarawak Chief Minister. The tenure of each Chief Minister will be for a full term after a State Election. One full term will be quite sufficient for a Chief Minister to implement his policy and some of his visions. Dayak will be the first to be the Chief Minister because they have the largest population and of the 3 main ethnic groups, Dayak is the most marginalized and impoverished ethnic group under the tyranny of Sarawak BN.

2. To demand for 20% oil royalty for Sarawak. Despite our State’s riches in natural resources, we are one of the least developed State. Sarawak has been marginalized by the BN government all these years. Therefore, we need more fund to develop.

3. To implement total reform of our Land policy:
(a) to convert all leaseholds to 999 leaseholds;
(b) to limit the validity of Section 47 Notification to 3 years; and
(c) to survey and issue land titles to all Native Customary Right (NCR) land. Under BN policy, NCR land are alienated to crony companies for large-scale plantation. The individual landowners do not get the benefits of their land. Rural Dayak NCR owners remain poor while those cronies rip the wealth of the State.

Let us put aside our political differences and party politics and form a new united front to implement the above agenda. This is what all Sarawakians want. We call it the People’s Agenda. BN government has had their chances for the past few decades but they have failed the People of Sarawak.

The time is ripe now for all right-minded and conscientious politicians to pursue this People Agenda, through this new united front together with us DAP.

We, Democratic Action Party, Kuching, strongly oppose to the fuel price hike announced by the Government on 4th June, 2008. By the announcement, the petrol price was increased by 78 sen to RM2.69 per litre (in Sarawak) while diesel price was increased by RM1.00 to RM2.58 per litre (in Sarawak).

The reasons for our strong objection to the domestic fuel price increase are as follows:

1. This is by far the largest single fuel price increment in the history of Malaysia, 40% increase in petrol price and 63% increase in diesel price. The People find it extremely difficult to adjust to such a sudden and huge increase in fuel prices and the ensuing inflation resulting from such hike.

2. Petrol and diesel are derived from crude oil, our country’s most valued natural resources. The People are the owners of our country and thus its natural resources. The Government is merely the management body elected by the People to manage our country. Oil belongs to the People and the profit earned from the production and sale of crude oil ought to be utilized for the benefits of the People, one of which is affordable petrol and diesel.

3. The Government claims that the petrol and diesel sold in petrol stations are subsidized by the Government and that car owners have been enjoying too much “subsidy” on petrol and diesel. This is the biggest FALLACY.

When one purchases a car, he has to pay the Government heavy import tariffs. For example, a Toyota Vios in Thailand is only sold at approximately RM50,000.00 but it is sold at RM75,000.00 in Malaysia. Even with an average high petrol consumption of RM500.00 per month, this RM25,000.00 tariff paid to the Government is equivalent to free petrol for 8 years and 4 months.

In general, import tariff imposed by the Government increases the price of cars in Malaysia by 50% of its original prices. Therefore, when one purchases a car, he has already paid in advance the so-called “petrol subsidy” and more.

In addition, purchasers of imported cars have to pay the AP holders an average RM30,000.00 per car.

Therefore, instead of what the Government claims about subsidizing the People on petrol and diesel, car owners are actually subsidising the Government and the AP-holders.

4. Even if one were to purchase a Proton car, he has to pay for the additional “Cost of Inefficiency” brought about by protectionism in the national automobile policy.

With the AP system and high tariff imposed on foreign cars, Proton can inflate its prices above the competitive prices. It enjoys the comfort zone provided under the national automobile policy, as a result of which, it continues to be inefficient after 20 years.

The majority of the Proton car owners are not getting their value for money. They have been exploited since the inception of Proton.

Without protectionism policy, we can get much better quality cars of the same engine capacity as a Proton car, but at a lower price. A better quality car entails cheaper maintenance costs and less fuel consumption.

5. We are a net oil exporting country. Our country actually benefits from the increase in international Crude Oil Prices (COP). Compared with other oil-exporting countries, our domestic petrol and diesel prices are by far the highest. The following are some of the petrol prices in these oil-exporting countries:

The Government should compare our petrol and diesel prices with these oil-exporting countries and not pride itself for having cheaper petrol prices than the oil-importing countries.

6. For years, the Government has been encouraging the People to buy cars so that our national car, Proton, can survive despite its inferior quality.

To encourage the People to buy cars, Bank Negara lengthens the period of repayment under the Hire-purchase Agreement for buying cars from 5 years to 9 years. By implementing such policy, the Government is actually using the People’s future income (from 5 years of future income to 9 years of future income) to support the present car industry.

As a result, large number of youngsters and middle-aged group found themselves tied down with the car-loan repayment obligation for 7 – 9 years.

It is most unfair on the part of the Government to now suddenly increase the petrol and diesel prices by such huge margin and turn around to tell these car owners to change their life-style and stop using private cars.

These car owners have bound themselves to the repayment of car-loans for the next 7 – 9 years. How are they going to make the adjustment to the sudden increase in the petrol prices and the ensuing inflation?

7. Despite the so-called “subsidy”, the Government’s net income from production of oil after deducting the so-called “subsidy” on petrol and diesel is on the increase.
These figures were obtained by the Member of Parliament for Bandar Kuching in Parliament. Over these 4 years, international COP rose continuously. These figures show that increase in international COP actually increases the Government’s income.

This is further confirmed by the statement of the former Second Finance Minister Tan Sri Nor Mhamad Yacop on 2-11-2007 that:
“ the country gained about RM250 million for every US$1 increase in the price of crude oil and that amount was after paying subsidies to maintain the price of energy in the country.”

It cannot be over-emphasised that the RM250-million gain to our country is after paying the subsidy to keep the price of fuel unchanged.

Therefore increase in international COP cannot be a reason to justify the Government’s decision to increase our petrol and diesel prices.

8. Petronas’ profit has been increasing over the last few years and it is mainly attributable to the increase in the international COP.
It is estimated that given the continuous increase in international COP, Petronas’ revenue for the financial year ended on 31-3-2008 is likely to be more than RM200 billion. Again, the figure shows that the higher the international COP, the higher Petronas’ profit will be, and in turn the higher the Government’s income from oil will be.

Furthermore, Petronas is a government-linked company (GLC) charged with the production, sale and management of our country’s richest natural resources, the oil. It derives its wealth from the production, sale and management of our country’s oil. There is no justification why it should be allowed to retain the large Net Profit while the People are suffering.

There ought to be cash payment to the People to help shoulder the escalating costs of living. It is proposed by our Party (Democratic Action Party) that a more equitable distribution of our country’s riches is:
(a) For an individual whose income is less than RM3,000.00 per month, the oil profit be utilized to pay that individual a cash sum of RM3,000.00 per year; and
(b) For a household whose total income is less than RM6,000.00 per month, the oil profit be utilized to pay that household a cash sum of RM6,000.00 per year.

9. While the Government is asking the People to change their lifestyle and use more public transport, in Sarawak, the public transport system is so poorly managed that it is practically non-existent. One can hardly get around Kuching conveniently without a private car.

Before the government decides to increase the fuel prices and urge the People to use public transport system, the Government ought to have in place an efficient public transport system which has the following characteristics:
· Punctual
· Regular
· Comfortable
· Wide coverage
· Cheap

Sarawak is the largest oil-producing State in Malaysia and has contributed tremendously to the national coffer. However, it is sad that despite our riches in natural resources and our contribution, the Federal Government continues to neglect our need for an efficient public transport system.

10. The World is now facing the inflationary pressure from the rising COP and acute shortage in food supply. Our country is blessed with abundance of crude oil. With the increased income derived from the rising COP, the Government has the ability to maintain lower and affordable petrol and diesel prices.

Due to the international economic factors, our country is also experiencing inflation. Unfortunately, there is no proportionate increase in the income of the People.

Therefore, in such times of economy difficulties and uncertainties, the Government ought to refrain from increasing the domestic petrol and diesel prices.

Given the above reasons, we urge Yang Amat Berhormat to reverse the cabinet’s decision to on 4th June, 2008 to increase the prices of petrol and diesel. We urge that the petrol and diesel prices be reduced to the pre-General Election level, ie. RM1.91 per litre of petrol and RM1.58 per litre of diesel in Sarawak.

In the interest of the People, we hope our plea herein will meet your kind approval.

批发商与北市对峙：决策者与民脱节的写照

在甘蜜街鱼、菜巴剎与小贩中心迁往新实都东菜市场营业的前一晚（14日），甘蜜街批发商因不满北市市政局的安排，欲前往甘蜜街营业，却遭到北市市政局执法人员封路阻拦，不让批发商的罗里进入甘蜜街营业。北市市政局处理不当的行举动，引起批发商们的不满，将罗里堵满马吉街道路，情绪激动的与当局对峙起来，有者更将蔬菜抛在地上泄愤，更坚持的与北市对峙到天亮。这场对峙行动所幸没有造成冲突事件的发生。而在15日晚上，北市市政局的强硬态度也有所软化，让批发贩们暂时在马吉街营业，并安排16日与批发商们进行会议。而在16日的会议，事件也获得解决，当局应这些批发小贩的要求，允许他们迁往实都东新市场营业，才让这次对峙风波平息。这场批发商与北市市政局对峙的风波，主要是决策者与人民实际的需求脱节引起，政府当局在做决策时，完全没有咨询的程序，没有考虑到人民的生活及面对的问题，决策者完全不了解人民实际需求的情况表露无遗。如果有一个咨询的程序，就不会出现批发商与当局对峙的情况，且政策也将能够顺利推行。今次的事件，可以给予当局一个教训，同时我们也希望今后南市与北市市政局或州政府在实行影响到人民的利益与生计的政策时，能先与相关的人士进行对话，咨询人民的对话，并以人民利益为出发。毕竟政府是人民推选出来的，且政府也是受到人们的委托来管理国家，所以政府应将人们的利益摆在第一位，而不是依据自身意愿做出令人民无法接受的决策。

Application for Leave to sue DBKU and MBKS. LOST

Just lost the case this morning. Court refused to grant the leave to allow the hawkers to sue DBKU and MBKS.

The Sarawak Attorney-General (SAG) was represented by Datuk JC Fong and Joseph Chioh. They objected to the application vehemently. Hard to believe, such a case, about the cancellation of the hawkers' licence, the SAG sent 2 counsels to argue and at leave stage.

Normally, the SAG will not even appear for the hearing of the application for leave. But this time, it seems that the whole machinery of the Sarawak State Government is on full gear to get these hawkers out by 15-6-2008. Something is cooking behind the scene.

We argued for 2 hours before the High Court Judge.

At the end, I think, it was the reluctance on the part of the Judge to interfere with the policy of the government that turned the table in their favour. The fact that there are only 27 out of a total of 300 hawkers taking up the case also plays a part in the his decision-making process. Datuk Fong did faise the issue.

Under our system, government policy is determined by the Executive branch of government (the Cabinet ministers), Court is concerned about the interpretation of the law passed by the Legislative. It is only on rare occasions that the Court interferes with the policy of the Executive. The decision to relocate the market is basically a policy question.

Since the Executive are chosen from the ruling party's state ADUN who are in turn chosen by the people, the people would just have to accept the Executive's policy decision. If the people disagree, then the people will have to vote them out in the next election. It is only through the change in government that we can change the ones who make policy for the State.

As what I can see, so far, the policy of the State government is making only the few super rich and well-connected ones rich and super-rich. I can bet with you, very soon the Gambier Street market area will be cleared for huge project to be carried out. No tender will be called for the award of the project. Only the company related to our political leaders will be the main contractor.

Subsidized Oil or Not?

Economically speaking, subsidy is bad as it distorts the operation of the market forces, the forces of demand and supply which will maximise the yield from our scarce resources. Therefore, subsidy on the consumption of oil is economically bad.

However, if the government thinks that subsidy is bad because it distorts the market, then likewise the heavy tariff on motor vehicles to protect Proton is equally bad, if not worse.

We, Malaysians, are not enjoying the subsidy on petrol and diesel freely. We pay for the subsidy well in advance, when we purchase a motorcar.

Take for example, the true price of a Toyota Corolla is approximately USD18,000.00 (RM60,000.00). In Malaysia, because of the heavy tariff, we have to pay RM110,000.00. A CRV is sold in Malaysia for approximately RM150,000.00, with tariff exemption, one can purchase it at the price of RM100,000.00.

On average, we pay the government an extra RM50,000.00 when we purchase such a vehicle.

For that matter, with RM50,000.00 cash received in advance, how long do you think the government can subsidize that purchaser on petrol consumption? Assuming the cost of subsidy is RM2.50 per litre, the government can subsidize at least 25,000 litre (without taking into account the future value of the RM paid in advance by us). Assuming a person uses 200 litres per month (this is very high consumption, RM380 per month before the price increase on 4-6-2008), it can last you 125 months, 10 years and 5 months.

How about proton car? I remember many years back in early 1990s, I saw a TV advertisement about Proton sale in Australia AUS$16,000.00 with unlimited mileage 3 years warranty. At that time, AUS$1 was approximately RM2.20. That was about RM35,000.00. I vaguely remembered that Proton was then sold for approximately RM45,000.00.

We, Malaysians in Malaysia, pay more to Proton so that Proton will make more profit. We are forced to buy Proton because of the heavy tariff which inflates the imported cars.

Hidden Agenda Revealed

The government is making all Malaysians pay more when we purchase motor vehicles so that Proton can survive. The Rakyat are the one subsidizing Proton and the UMNO cronies. If the BN government can force the Rakyat to subsidize Proton and the UMNO cronies, why can't the Rakyat demand reimbursement in the form of lower petrol and diesel price in the country?

Demonstration in Kuching 17-6-2008 Thuesday

We DAP are going to hold a large demonstration at Bangunan Sultan Iskandar (Federal Building), Jalan Simpang Tiga, Kuching on 17-6-2008 at 4:00 pm against the petrol and diesel price hike.

We are in the process of applying for the Polis Permit. The Police says that you need more than 7 days to apply for police permit to hold an assembly. We have complied. It is our constitutional right to hold public assembly. So, I am waiting to see what the Police is going to say. Afterall, the Police personnels and their family members are also suffering from the price hike and inflation.

We need to send a strong message to the BN government that people are suffering and angry with the price increase.

SUPP celebrated its party celebration “党庆”on 4-6-2008. "4th June" is surely a day not to be forgotten for SUPP. The day the party was formed.

Ironically, while SUPP celebrates, Malaysians weep.

For all Malaysian, 4th June 2008 is a nightmare. The government increase our domestic petrol price by 78 sen (40%) and diesel price by RM1 (63%). What a day. I think many Malaysian will remember this day for a long time. For us Sarawakians, our memory will stay for at least another 3 years. That is when the next State Election is due.

Malaysia is a net oil exporter. Increase in international oil price is a "bonus" to Malaysia, yet the government is making the people suffer when Petronas is making record profits for the last few years.

The true reason for the BN government to increase the petrol and diesel prices is because of too much wastage and leakages in the system due to corruption and cronyism. Hundreds of billions of Ringgit is lost through these corrupt practices. If we do not stop it now, we will be worse in future.

We will keep up the pressure on the BN government. We want the prices to be revised downward. Otherwise, the government must:
1. abolish all tariffs on motor vehicles so that people can buy cheap car;
2. to pay out cash of RM3,000.00 per year to each individual with monthly income less than RM3,000.00 OR cash payment of RM6,000.00 per year to each household with monthly income less than RM6,000.00.
3. (long-term solution) improve a good public transport system which is cheap, regular, comfortable and wide coverage area.

Gambier Street Market, Move or Not? Leave it to the Court

I have today filed in an administrative action in the High Court of Kuching agaisnt Dewan Bandaraya Kuching Utara and Majlis Bandaraya Kuching Selatan seeking leave of the Court to quash the decision of DBKU to relocate the Gambier Street Market (GSM) to Stutong Market.

The grounds are:
1. The notice to relocate is too short. These hawkers have been trading in the GSM for decades yet the government is giving them 1 month to be relocated to another market.
2. The decision of the government to relocate the hawkers to Stutong Market is irrational and unreasonable. Thousands in the central business district of Kuching will have no market to do their marketing. Kuching will lose its historical landmark if the market were to be closed down and demolished. Hundreds of sampan operators will lose their main source of income.
3. The government based the relocation decision on the wrong facts, thinking that most of the hawkers are willing to be relocated. In fact, most of them do not want to be relocated. It was the way question was put to them by DBKU officers that it seems that they are agreeable to move. The DBKU officers asked the question as follows: "If the government were to close down the GSM, will you want a stall in Stutong Market?" This is a leading question and the answer is what the authority wants.

Another ground that was not inserted in the Court papers is that given the recent price hike in petrol and diesel, the authority should not now try to introduce such radical change of life to these hawkers. These hawkersy have been trading in GSM for decades. It means that the business there is good. To build up the customer base is not easy and surely it is made worse by the current economic situation.

My assistant, Wong King Wei, is now in Kuala Lumpur. Having got the Application filed and sealed by the Court Registry, we have to serve it on the Federal Attorney General as required by the law and it has to be served not later than 3 days before the hearing of the Application, which is fixed on 11-6-2008.

Whether we can get leave to proceed with the action against DBKU and MBKS, it is now up to the Court.

财政部2007年度第二附加供应法案欠缺透明!

财政部所提呈的2007年度第二附加供应法案欠缺透明度!
我于27日在国会下议院参与2007年度第二附加供应法案辩论时作出是项指责。
财政部今次所提呈的第二附加供应法案，寻求国会批准政府动用170多亿令吉的额外拨款。其中，许多寻求额外拨款的部门，都有列出额外拨款的用途。唯独财政部所寻求额外拨款的168亿令吉，并没有列出这笔钱是用在什么用途上。
在2007年度第二附加供应法案，各部门所寻求的额外拨款，不论大小数目，有些是几百万令吉，有些甚至只是几十万令吉，都有大约列出额外拨款的用途。财政部在这附加供应法案中所寻求的额外拨款是16,810,108,100.00令吉，当中法案的说明书里，只列出9,000,000.00令吉是用在总结1998年在吉隆坡所主办的英联邦运动会的财政户口等用途上。
为什么附加法案说明书唯独漏掉这笔16,801,108,100令吉的额外拨款？这168亿令吉的数目，是占了第二附加供应法案总数（176亿令吉）的超过90％。我感到惊讶为何财政部没有列出这笔钱是要还给什么人。我希望尊敬的副财政部长可以在总结时让国会知道这笔钱是要用在那里。
基于这一点，即，超过90％的额外拨款财政部没有在2007年度第二附加供应法案说明书里列出它的用途，国会下议院在通过这2007年度第二附加供应法案前，副财政部长至少要给于国会下议院一个清楚的交代。不然，国会如何能够就如此的通过这法案。

政府应重新检讨外劳体检政策

我于本周二在国会下议院参与2007年度第二附加供应法案辩论时，呼吁政府重新检讨有关FOMEMA Sdn Bhd（外劳体检公司）与外劳体检的政策。
FOMEMA是衛生部委任的私人公司，全面監管外勞體檢服務。卫生部授权于这间叫FOMEMA的私人公司处理全马外劳体检，所有外劳的健康检查必须经过这间公司，然后再由这间公司分配给一些病理学实验室去进行验血工作和医生作检验。政府给这间FOMEMA公司的垄断授权合约为期15年。
我引诉星期日新海峡时报首版报导有关去年有约4万2千身患疾病的外劳被发现在我国工作。他们之中，1万6697人被檢驗出患上肺癆、1万953人被检验出患上B型肝炎、2千824人被检验出患上梅毒及683人被检验出患上愛滋病。
根据新海峡时报的报导，許多这些身患疾病的外勞，尤其是女佣，仍在我國第二輪FOMEMA的体检中过关，因此許多女佣雇主對FOMEMA的体检制度失去信心，选择帶女佣到非FOMEMA指定的診所進行体检。因此，他们被逼要付双倍的体验费。
我质疑卫生部为何不能直接由卫生部的官员来处理外劳体检的工作，而需要经过FOMEMA这间私人公司，由这间公司发出体检合格证明书。
在马来西亚，所有的医生和病理学化验室都需要向卫生部注册，只要是有通过这些合格医生和化验室进行体检的外劳，卫生部理应就可以接受并发出体检合格证明书。
但是，在目前政府授权FOMEMA私人公司的制度下，只有一些被FOMEMA所指定的医生和化验室的报告才获得FOMEMA的承认。这种制度含有严重的朋党因素。
至于为什么经过FOMEMA所指定医生和化验室体检的外劳还会被发现身患疾病，我质疑是否有关去年FOMEMA特别指定，将全国30％外劳的体检，交由一间与巫统女青团领袖有关系但没有track record的病理学化验室进行体检。这是一个很明显的朋党主义的证据。
我也质疑FOMEMA体检制度的可靠性。且也担心，在现今我国社会，数万家庭都依靠外国女佣照顾家里的小孩，老人或在家中帮助煮饭及处理家务。如果政府在这方面没有实施一个有效的体检制度，它将危害我国人民的健康。

Suing DBKU and MBKS for the Relocation of the Gambier Street Market

I have just spoken to the hawkers at the Gambier Street Market (GSM), telling them that the last resort is to take up an administrative action against the government of Sarawak, challenging the government's decision to relocate the GSM.

Under administrative action, one has to show that the decision of the government is so unreasonable that no reasonable government will come to such decision, that the government has taken into consideration irrelevant factors or wrong factors when making the decision or that the government has failed to take into consideration relevant factors when making the decision.

If more than 40 hawkers agree to take up the action, I shall be file the action to sue the government, applying for the review by the Court on the decision of the government to relocate the GSM to Stutong market.

To the hawkers, it is their livelihood at stake. Their customers in the GSM is very different from the potential consumers staying around Stutong. Their customers are more from the lower-income group and the Bumiputras living across the river.

To the Ministers, they only want to have a lovely view of the waterfront so that they can show off to the foreign dignitories.

By relocating the GSM, there will be many adversed effects to the people, namely:
1. the hawkers' livelihood affected, some even refused to take up the offer to go to Stutong market on the ground that they will surely have no business there;
2. the business of the traders at the shophouses around Gambier Street, Market Street, Power Street, India Street, Khoo Hun Yaeng Street will also be affected (less people will visit the area, given that there is no more market);
3. shopkeepers cannot do marketing at their convenience;
4. the whole-salers for vegetables and fishes will also be relocated to places not suitable to the nature of their trade;
5. the sampan operators will be put out of business;
6. residents living across the river can no longer do their marketing at the GSM;
7. Kuchingites will lose a historic heritage (the oldest market in Kuching) forever. The heritage building will be replaced by the extension of the waterfront which has now become the haven for crimes, snatch-thieves, glue-sniffers and drunkards.

Given the public interest and the wide-ranging effect of this matter, if the hawkers are willing to sue, I will be taking up this matter free of charge as their lawyer, putting the administrative decision of the Sarawak State government to test by the Court.

When the government goes bonkers, the Court is the last defence of the individuals' rights. That is why we can never over-emphasise the importance of judiciary independence as judiciary forms the very foundation of our legal system.

The latest the hawkers must sign their Warrant to Act and return to me is by this coming Friday (23-5-2008).

Suspended From Dewan Undangan Negeri (Part 1)

I was suspended from the Dewan Undangan Negeri Sarawak on May 13th for criticising the Speaker of the House of being biased and unfair.

In this Part 1, I will only highlight the irregularities in the proceedings. In Part 2, I will post the hansard of the proceedings relating to the Motion.

On 13th May, after lunch break, we found a notice of motion put on all the tables of the ADUNs. The copies of the notice on the tables of the DAP ADUNs did not have the names and signatures of the mover and seconder of the Motion.

When Dewan sat, Jabu stood up and moved the motion. All the DAP ADUNs objected because the notice that we have was incomplete. The speaker and Jabu just bull-dozed through.

After Jabu spoke, I was asked to defend myself. Naturally, my line of defence is that I am justified to make the comment that the Speaker is unfair.

In my defence, I highlighted the clearest example of the unfair acts of the Speaker, ie. when it comes to criticism on the Chief Minister of Sarawak.

I went into specific encounters in the Dewan, eg. when I mentioned the words "Wikipedia" and the information contained in Wikipedia about the CM, the Speaker stopped me immediately on the ground that it is "sub-judice". But on the other hand, when the BN ADUNs sang praises of the CM, the Speaker allowed them.

If criticism against the CM is "sub-jice", then equally praises on the CM has also to be "sub-judice".

Even when I was talking about "Wikipedia" in my defence, the Speaker was trying to stop me and the BN ADUNs were jeering and booing, trying to drown my voice in the Dewan. Luckily I have a loud voice.

Throughout the proceeding, the Speaker was reading out notes and messages passed to him. It looked like he was taking instruction from someone. We objected. After a huge commotion, finally, the speaker took the advice from Asajaya (Abdul Karim) and adjourned the proceeding.

How could the Speaker act on the advice of an ADUN or another person as to how to conduct the proceeding?

When DUN re-convened, the Speaker limited the time for me to present my defence to 15 minutes only.

There were many interjections to my debate.

Finally, after my defence and Jabu's reply, it was put to vote by the House whether to carry the motion through, ie. to exercise the power under Section 24 of the Ordinance. The outcome is a foregone conclusion.

Then Jabu urged the Speaker to invoke Section 14 of the Ordinance to suspend me till the end of the Session, ie until end of 2008. Section 14 was never in the motion. Section 24 was the subject matter of the motion and under Section 24, the heaviest penalty is RM2,000.00 fine, nothing about suspension.

Again, we DAP ADUNs objected vehemently. The Speaker was again at a lost adn did not know what to do. At the suggestion of the Ministers, he adjourned the proceedings, supposedly to seek further instruction.

When Dewan re-convened, the Speaker merely read out his judgment, paying no heed to our objection and without regard to the fundamental principle of fair trial.

The morale of the story:

In DUN, brute majority rules the day. Standing Orders are only there to shoot down the opposition ADUNs. When it comes to the BN ADUNs or the ministers, provisions of the Standing Order can be conveniently ignored.

In this proceedings, the notice was bad, there were 2 versions of the notice, one with the signature of the mover and seconder (on the tables of the BN ADUNs) and one without the signature of the mover and seconder(on the table of the DAP ADUNs). Despite such glaring irregularities, the Speaker simply proceed with the motion.

The Speaker taking notes and directions from the floor instead of making his own decision.

Motion was only to invoke the power under Section 24 of the Ordinance but after finding of guilt, power under Section 14 was invoked.

This is a privilege motion which ought to be made at the time when the alleged offence was made. My motion against Daud the day before was shot down, inter alia, because I moved the motion 5 days late. This motion was moved 7 days after the event and yet was allowed.

今早（5月5日），我正式接收古晋国会选区选举诉讼案的诉讼书。
这起选举诉讼案的起诉人许怀标是在今年4月28日通过其代表律师林光猛入禀高庭，要求高庭宣判古晋国会选区选举成绩无效。而我是这诉讼案的唯一答辩人。
林光猛律师今早已经将诉讼书交给我。我们行动党将成立一个律师团，针对这起选举诉讼案进行研究与处理。

Hisham's Apology is No Apology

Umno Youth chief Hishammuddin Hussein today apologised for raising the keris "if it had affected the non-Malays". This is not an apology but a qualified apology. Is Hisham still doubtful whether the "raising of keris" has hurt the feelings of the non-Malays?

Let me say it loud and clear. Not only the non-Malays's feelings are hurt but that many Malays felt embarrassed by his act and the accompanying statements of the other UMNO youths like "bila mana tikam dengan keris itu?"

Therefore, Hisham's such a qualified apology is not an apology. Despite the loss in the March Election, Hisham is still unrepentant about his "racist act".

In his so-called apology, he still termed the keris act as an act to uphold the Malay symbol. If this is the so-called Malay symbol, then is Hisham accusing his other predecessors or the other UMNO leaders to be less Malay than himself?

Many sensible and right-thinking Malays are also of the view that the waving of keris by Hisham is a political stunt of Hisham, playing the racial sentimen. It is irresponsible act like this that is causing disunity among the different races in Malaysia. Hisham's act is a shame and insult to all Malaysian.

Therefore, Hisham should tender an unqualified public apology to all Malaysians.

Independent ACA, How Effective? --- Wait and See

The Prime Minister today announced that the ACA shall be an independent body directly answerable to a Parlimentary Committee consisting members from both sides of the House.

This surely comes as good news for us who have been fighting against corruption for years. Finally, we see some light at the end of the tunnel. It coincide with the general sentiment of Malaysians after the 8-3-2008 General Election, ie. "finally there is soem hope for our country, hold on to the emigration application".

Abdullah said that this move is part of the fulfilment of the promises made in the 2004 BN's election manifesto. It was done now not because BN suffered huge loss in the 2008 election but because between 2004 and 2008 elections, there were other "more urgent matters to handle then".

I just wonder what can be more urgent to Abdullah than eradicating corruption, afterall, "eradication of corruption" was his main campaign theme in the 2004 Election. But after the unprecedented BN victory in the 2004 Election, Abdullah's "bao qing tian" became "da pao xian". (包青天变大炮仙). He put aside all his promises on "War against Corruption".

I just can't help but to hold the view that had the Opposition not won big in the 2008 Election, all these anti-corruption promises would remain buried underground.

How effective Will the ACA Become?

To answer this question, one has first to ask how effective is a Parliamentary Committee in exercising its supervisory duty?

We have a few Parliamentary Select Committee set up in the last terms. After spending hundreds of thousand Ringgit or even millions of Ringgit of tax-payer's money, no report was presented by a few of these Select Committees to the Parliament before the Parliament was dissolved on 13-2-2008.

There was one common trait in all those Select Committees. They were all chaired by BN Members of Parliament.

We also have the Royal Commission Report for Police Reform tabled in Parliament in 2005 but until today, THE most important recommendation of the Report, ie. setting up an Independent Police Complaint and Misconduct Commission, was not implemented by the BN government

At the end of the day, it boils down to, whether the BN government is under pressure from the Rakyat to perform better. Whether there is any political will on the part of the BN government to change Malaysia for the better. I strongly believe that it is impossible to change from within BN, there are too many connections and self-interests involved. The only way is to change from outside BN.

Therefore, for the start, to appoint an Opposition Member of Parliament as the Chairman of the Commission overseeing the ACA is most appropriate and that the committee should comprise more Opposition MPs than BN MPs.

《万人注册、全民参政》选民登记运动推展。
在古晋三哩菜市场进行第一轮的《万人注册、全民参政》选民登记运动,反应不俗。

民主行动党《万人注册、全民参政》选民登记运动，正式在古晋展开。这是行动党古晋区今年最大型的政治活动。我们放眼在下届州选钱，在古晋注册1万名新选民，实现全民参政的目标。
根据选举委员会在今年2月公布的资料，在本届的国会选举中，我国仅有1千092万合格选民，而有27%或400万达到21岁的人士没有登记成为合格选民。我们相信，在古晋方面，至少超过1至2万人没有登记成为选民。
因此，我们的目标是在下届州选前，为1万名达到投票年龄的公民登记成为新选民。同时，也希望为登记成为选民的人士踊跃响应我们这项运动，履行公民义务，为砂州及我国的民主斗争出一份力。

The remark made by the Kelantan Crown Prince Tengku Faris Petra that "non-Malays should not seek equality or special treatment" is totally uncalled for. Is the Royal family of the Kelantan State trying to pick up from where UMNO has left off with the defeat of the 12th General Election.

I have, with no uncertain terms, branded UMNO as a racist party in Parliament. UMNO is a party which purports to be championing the Malay's rights while in fact they are only enriching their cronies.

The UMNO Youths has been making racist remarks since Independence. All along, such racist remarks found support amongst the Malays. However, the 12th General Election showed that the Malays have now seen through the tricks and lies of the UMNO.

While the majority of Malaysians have lived past the UMNO's racism, is the Crown Prince of the Kelantan now trying to walk the old path of UMNO by making such racist remarks.

Kelantan Crown Prince should have more sense than to make such racist statement. All Malaysian are born equal and we are all equal in the eye of law. Having made such a statement, it is only appropriate that the Crown Prince should withdraw the statement and apologise to all Malaysians.

Defamation Suit by Dominique Ng

Dominique Ng threatens to sue me for RM2 million for saying that he is the stumbling block of the co-operation between PKR and DAP.

Not only do I hold such view, most of the Sarawak DAP leaders also share the same view. This is especially so given his action during the 12th General Election.

Dominique openly called on his supporters in Kuching not to vote for the DAP. In the case of a 3-corner fight between BN, DAP and PKR, this would be understable. However, in Bandar Kuching, it is a straight fight between the DAP and BN. In publicly calling on his supporters not to vote for the DAP in Bandar Kuching, what is he implying? Whose side is Dominique Ng on?

Secondly, in Sarikei constituency, where the DAP is taking on the BN and 3 other independent candidates, Dominique spoke in the ceramah of one of the independent candidates and the gist of his attack is against the DAP instead of BN.

If such a person is not a stumbling block to co-operation between PKR and DAP in Sarawak, then who else?

For the sake of a co-operation between PKR and DAP in Sarawak, Dominique ought to step down. In my opinion, See Chee How is a more suitable person than Dominique Ng to lead PKR Sarawak if there is no other Bumiputera leader capable of leading PKR Sarawak.

To clear the air, I have not threatened to sue Dominique Ng for the defamatory statements made against me during the Election campaign period, though until this day I still can't understand why his speeches during the election time mainly attacked the DAP instead of BN.

George Chan's House Robbed

The robbery happened in George Chan's house may turn out to be a blessing in disguise for Sarawakians.

After the robbery, Taib openly said that he will discuss the security issue in his cabinet. Does that mean that the Sarawak cabinet has never discussed security issue in Sarawak before, despite the numerous house break-ins and robberies that have happened since last year?

If that is so, what happened to the signature campaign agaisnt crime organised by the SUPP Youth Wing?

Whatever that may happen to the Signature Petition, it is good to know that at last, the Sarawak government is seriously looking into the security problem.

Such statement also shows that whatever that may happen to the common people, the Sarawak government simply won't care less. It is only when the Ministers or the VVIPs are affected that the government then starts to take action.

I received complaint from the workers of a timber logging operator at Kampung Padang Pan, Bau, Sarawak that Indonesian army had trespassed into our Malaysia’s territory and robbed them of their bulldozer/caterpillar.

Enclosed herewith 2 copies of the Police Report No.BAU/000350/08 dated 8-3-2008 and No.Bau/Kpt/459/2008 dated 29-3-2008 for your reference.

According to the complainants, on 7-3-2008, the Indonesian army, without the consent of the logging operator, removed the operator’s bulldozer from the operator’s logging site to another logging block which is nearly to the Malaysian/Indonesian border. The Indonesian army demanded payment of RM30,000.00 for the return of the said bulldozer.

After one of the complainants, Mr. Hii King Wan, lodged the police report, some police personnel and a few of our Malaysia army personnel went to the place of incidence and confronted the Indonesian soldiers.

Our army personnel used the GPS location tool and pointed out to the Indonesia soldiers that the bulldozer was within our Malaysian territory. Even the boundary stumps show that the truck was on our Malaysian land. However, the Indonesian army refused to return the bulldozer to the logging operator saying that they need further verification with their own GPS location tools. There were, at that time, about 20 Indonesian soldiers, all holding their guns pointing at the complainant and our police and army personnel.

Seeing that the Indonesian army would not give in, the complainant and the police and army personnel left the bulldozer at the place and waited for further response from the Indonesian army.

On 29-3-2008, the complainants were informed by the villagers that the Indonesian army moved the bulldozer a second time and this time they moved it across the boundary into the Indonesian territory.

This is day-light robbery by Indonesian army against our citizen in our own country. This also tantamount to an attack on the sovereignty of our country.

Not only is the bulldozer robbed by the Indonesian army, the other workers in the logging camp now do not dare to work for fear of further aggression on the part of the Indonesian army.

For the sovereignty of our country and protection of our citizens’ rights, I urge that immediate action be taken against the Indonesian government to retrieve the bulldozer and to stop further unlawful intrusion by the Indonesian army into our country.

发展工程无视附近居民安全及感受

飞机场路酒店工程无视附近居民安全及感受，不但造成附近住宅区9次闪电积水，更造成毗邻KAMPUNG CEMERLANG一间住宅倒塌，一小回教堂及一住宅也面对坍塌的危机。
根据居民们投诉，自有关工程开始以来，对他们造成极大的困扰。工程造成了毗邻数住宅后院的篱笆倒塌，其中一间屋子更在约两个月前宣告崩塌。
另一名屋主也终日提心吊胆，不知其屋子何时会坍塌。有关屋子后院已出现严重崩塌的现象，除了整个篱笆倒塌，沟渠也出现严重的裂痕。且其隔邻的小回教堂后院的有盖小走廊也已宣告崩塌。
是名屋主也曾向发展商作出投诉，唯发展商并没有即刻采取必要的行动，只是在其后院以木条设围栏，避免屋主靠近已崩塌的地区，并表示在工程完工后才为屋主进行补修工作。然而，令屋主担心的是，在有关工程完工后，其屋子是否早已像另间屋子般，早已崩塌了。
此外，当地的居民们也投诉，该住宅区15年来未曾发生水患。然而，这项工程却令该处逢雨成灾，短短的时间内便发生9次的闪电积水现象。
且，另一名屋主也投诉，指工地的临时厕所设于其厨房不远处，令其家人在用餐时，都饱受“异味“的烦恼。且整个工地也都没有设围墙。
行动党向来不反对发展，惟我们强调的是，发展不能忽略人民的感受。像这工程，完全忽视附近居民感受及安全，是无法令人所接受的。我已致函予建筑安全局，呼吁当局即刻关注及处理这事件。如果必要，我也将致函首相署及在国会中反映着事件。

How can Sulaiman Taib be appointed a Deputy Minister while many several-term MPs still remain back-benchers only, the like of Wan Junaidi (Santubong), Richard Riot (Serian), James (Mambong), and even Tiong Tai King (Lanang)?

Does the fact that Sulaiman is the son of Taib, the Chief Minister of Sarawak, play an instrumental factor in his appointment? Sulaiman is a green horn in politics and still wet behind the ears. Has no involvement in the administration of government, other than the fact that he is the son of the CM of Sarawak. Out of the blue, he was made a candidate and after the election, he was made a deputy minister.

Taib Mahmud owes an explanation to the people of Sarawak on this appointment. Is this a manifestation of nepotism?

It is thus no wonder that rumours of defection is now everywhere. With such manner of selection for the Administration posts, how can Taib convince the MPs of BN that the appointment is based on meritocracy.

Before the polling day, I have in DAP's ceramah predicted that Sulaiman will be appointed as a member of the Administration. My prediction came true. A day after the announcement of the cabinet list, the press sought for my comment.

I said the same thing to the press as stated above but as expected, what I said about Sulaiman and Taib was not reported in the press.

I believe the appointment is only the beginning of the continuation of the Taib Empire, passing from father to son. The Rakyat of Sarawak must stop the development through the Sarawak State election which is expected to be held in two or three years' time.

苏莱曼泰益获委旅游副部长

于昨日（19日）公布的新内阁阵容中，砂州首长公子苏莱曼泰益获委为旅游部副部长。
对于首次出来竞选就获胜的苏莱曼泰益“一步登天”、便可担任副部长的情况，我们不感到惊讶，但是我们感到遗憾。这是让人民不能接受的，相信国阵内部也有许多人不能接受。
苏莱曼泰益没有从政经验，但在第一次出战选举后，便能一跃龙门，登上副部长之职，到底间中是否有一些裙带关系之嫌，不禁令人好奇。这点，身为砂州首长的其父，应该向人民作出澄清。
再者，在数年前当UTAMA BANKING GROUP 还是RHD BANK的大股东时，苏莱曼泰益要延续其在RHB BANK总裁的职位，但不获得国家银行的批准。为何当时他无法获得国家银行的批准RHB BANK总裁的职位，现在担任副部长的他也应该向人民解释，这样才能够服众。

Alleged Vote Buying by SUPP

I receives calls from an anonymous person telling me that the police is asking the caller's friends to go to the police station for investigation on what did his friend speak to me during the election campaign period. the caller asked me what to do.

For police statements, just tell the truth.

During election campaign period, I received hundreds of phone calls. Few of those calls told me that there was vote buying carried out by the SUPP, but the callers did not identify themselves.

When I lodged police report against vote buying by SUPP, I told the police I did not know who these callers are.

I am indeed surprised that the police are now contacting these callers for interrogation.

Isn't the police supposed to go to interrogate SUPP members and campaign helpers to investigate whether they did carry out vote buying? Aren't such investigation work supposed to be carried out before the polling day to stop corrupt practice on voting?

This is typical of the Malaysian Police, going for the whistle blower rather than the offender. If the police continues with such modus operanda, how can the Rakyat have confidence in the police.

My further question to the Police is . . . . have the police interrogated any SUPP campaign workers on vote buying? Is it because SUPP is the government of the day, that's why they are above the law?

我们没有预料会取得9952多数票如此狂胜的成绩。在选举的时候，我们将国阵政策的腐败摊开告诉人民，交由人民去决定。这项成绩证明人民对国阵的极度不满、对于贪污腐败的厌倦，因此要一个全新的改变。
我们承诺将会做得更好，尽最大的努力来履行竞选前的承诺。
此次的委托比以往以来更大，也意味着人民对我们的期望更大。

丹斯里拿督阿玛陈康南对不起砂拉越华裔同胞的10大罪状

1．在陈康南的领导下，也是在人联党全盛时期，砂州华人失去砂州财政部长的职位。陈康南口口声声说人联党是代表华社的政党，他却不敢向首席部长抗议。

2．在陈康南身为财政部长时，他促使砂拉越政府投资第一硅公司（1st Silicon (Malaysia) Sdn Bhd）。这间公司5年内亏损25亿令吉。最后，砂拉越政府被逼承担该公司30亿令吉的债务后，才把该公司卖给外国公司。

3． SESCO是在他的领导下，开始私营化的计划。SESCO私营化之后，政府又允许SESCO大幅度调高工业电费，电线衔接费，抵押金等，加重工业成本，商家负担，加剧通膨效应。

4．在他身为财政部长时，他无法替华小和独中争取到政府常年拨款，使华社每年还需自掏腰包来资助华小和独中的办学经费。

5．最新划分的3个国会议席，人联党全部拱手让给土保党，不敢向首席部长争取和抗议。华裔的代表权在国阵的所谓“协商精神”下又进一步的被削弱。

6．在陈康南任期内，人联党失去一个华人当诗巫乡村议会主席职位的权力。

7． 2006年，张健仁在州议会动议恢复地方议会选举。以陈康南为首的人联党在州议会反对这项动议，使这项动议无法被通过。若这项动议得以被州议会通过，古晋南市市长之职现在已是民选的了，也不会沦为现在的情况，由一个人决定。

8．南市市长之职悬空7个月，若南市市长之职是保留给华人来担任的话，那这7个月的悬空就表示华族失去了7个月的华人市长。人联党口口声声说要为华族争取权益，为什么失去7个月的华人市长他却不紧张，也不当一回事？这7个月来都是由阿敏出任代市长。虽然名份上阿敏是代市长，但在长期没有市长的情况下，阿敏现在已是实际的市长了。人联党讲的“市长是华人”，在这7个月的时间，只不过是“有名无实”的论调。一个城市7个月没有市长是一个天大的荒缪。陈康南面对这样的问题，还不敢叫首席部长立刻公布。

9. 行动党在州议会动议修改土地法典，使地契到期自动更新99年和红线期限为3年。这是一项惠及全民的动议。以陈康南为首的人联党非但没有支持，反而因为怕违背首席部长的意愿而反对行动党这项动议。

10. 陈康南不只将南市市长之职当作一场赌博，更把人民所选的州议员和国会议员的职位当着赌注。这是一种非常儿戏的行为，更是一种侮辱选民的举止。

有鉴于以上陈康南的10大罪状，陈康南应该向全砂拉越华裔同胞交代清楚，不然的话，他就应该辞去副首席部长的职位。
