砂州民主行动党2015年展望 : 实现“平等伙伴”的目标


迈入2015年,行动党砂州委员会将以《2014年民都鲁宣言:迈向平等伙伴》作为主导,启动新一年的政治议程,冀望透过政治斗争,致力争取过去逾50年来被联邦国阵蚕食鲸吞的自主权和权益,并体现建国契约20条款的精神,实现一个真正与西马半岛“平等伙伴”的关系!

要落实《2014年民都鲁宣言》,2015年将是一个充满关键性的年度,我们只有集结更多的人民,坚强地作为党的后盾,壮大火箭的力量,才能让这股政治改革的动力,顺利往前推进!

行动党所提倡的平等伙伴”目标,有分为两个层面的平等伙伴的概念,即:
1.    砂拉越和西马之间的平等伙伴关系;和
2.    砂州全民皆是平等伙伴,不分种族、宗教和阶级。


砂州和西马的平等伙伴关系

建国50年,砂州已从原本的英殖民地,沦为联邦布城的殖民地。 除了移民自主权,砂州原有的其他自主权,已在国阵集权政治统治下,名存实亡。

因此,要恢复砂州与马来亚半岛平等伙伴的关系,除了移民自主权,砂拉越尚须取回教育丶医药和警察事务自主权。 这才能使砂州具备足够的条件,注入更多建国契约中的泛婆罗洲精神,塑造一个富有砂拉越文化与传统特色的州属。


税收事务自主权

要落实平等伙伴的自主权,先决条件就是,砂州必须拥有自己的税收。

由于马来西亚联邦制的中央集权统治,砂州虽然天然资源丰厚,但目前砂州政府总收入,还不到联邦政府总收入的3%2014年砂州政府的总收入是62亿令吉,而联邦政府的总收入却高达2250亿令吉。

若砂州要恢复“平等伙伴”的地位,不受中央政府控制,州政府必须拥有自己决策的权利及落实决策的财力。因此,行动党《2014年民都鲁宣言》建议税收制度的改革,即:
1  20%石油天然气开采税归还砂州政府;和
2  50%在砂州所征收的所有税收(包括个人和公司所得税),归还砂州政府。


教育、医药、警务自主权

除了税收制度的改革,行动党《2014年民都鲁宣言》所提出的其他三项制度上的改革则是:

1  重新检讨联邦宪法第九附录有关联邦和州的权限事项,将教育与医药事务权力,归还砂州政府。另外,也赋予州政府部份警队事务的主权

2 在联邦内阁成立一个全新部长职,即“砂拉越事务部长”,并赋予权力决定任何有关砂州事项的联邦决策。

3  修改目前的司法制度,以致沙砂大法官地位与马来亚半岛大法官地位相等,并赋予沙砂大法官权力,决定沙砂两州司法的财政开支和行政事务。

砂拉越州唯有更加自主,尤其是在教育课程上排除由巫统主导的极端思维,才能让这片净土不会受到巫统极极端主义的污染,并促使各民族强化彼此的“平等伙伴”关系。

在建国初期,砂拉越拥有完善的教育体系,教会学校丶华文学校丶英文学校林立,甚至地方议会亦负起兴学办校的责任,促成教育领域百花齐放的盛景。

然而,联邦政府取得了教育的绝对掌控权之後,在别具居心的政治人物的操弄之下,注入了许多非教育元素,将马来西亚的教育制度搞得一团糟,且朝令夕改,将学子视为试验品或牺牲品。


联邦教育制度含巫统议程

同时,教育部的课程更由西马半岛具有特殊政治目的的人士编撰,尤其是历史科,更注入了巫统的隐议程而被擅自窜改,意图将我们子女的思维往错误的方向发展。

巫统注入我国教育课程的一些洗脑工程,就是逐渐的否定其他民族对建国的贡献和在马来西亚的地位,并潜移默化的引导学生们去认同“马来人至上”(Ketuanan Melayu)的种族主义思想。 这种教育政策若持续下去,只会制造出更多像伊布拉欣阿里之类的种族宗教极端份子。

种族极端主义丶本位主义已经渗透了整个教育体系。 今天,马来西亚的教育水平低落,它的根源在於巫统无视全球化大格局的演变,一意孤行的要推行单元教育政策。 虽然有一海之隔,砂拉越子弟无可避免的亦深受影响。

倘若砂拉越要继续维持各民族融洽和睦的亲善关系,不像西马半岛那般,频频被别有居心的政客激化民族的敏感神经,砂拉越的子弟就不应该采用西马拥有隐议程人士所编排的教育课程。 不然,就算巫统没有在砂州立足,但其种族主义的政治思想也可透过教育课程,荼毒砂州子民。


砂教育制度应多元化

行动党建议,砂州教育政策应采纳较包容性及多元化的教育制度,即:
a)拨款资助各源流学校;
b)复办以英文为教学媒介语的教会学校;
c)对拥有国际水平的考试局所发出的证书,给予官方承认。
d以绩效制及社会公义的原则,颁发政府奖学金。

现在是时候让砂州政府取回这个权利,自行决定砂州的教育政策。唯有如此,我们才能提倡各源流学校百花齐放,为砂州培育更多思维正面,且拥有和谐意识的人才,并能使砂州更具吸引力。


全民平等伙伴,共享州资源

除了东西马平等伙伴关系,行动党也提倡全民平等伙伴的关系,不分阶级、宗教和种族。

砂州和整个马来西亚经济的最大败笔,在于少数人控制州和国家大部分的经济资源,造就了极度不平衡的贫富鸿沟,更妨碍了州和国家的整体经济发展。

2014年民都鲁宣言》提出了10项政策改革,重新策划丶管理和分配州的资源,让砂州全民得以分享州内丰富的天然资源,创造一个全民皆“平等伙伴”的新环境。

要公平分配砂州天然资源,最重要的就是必须拥有一个透明丶公平及清廉的施政。因此在行动党的宣言中,提出的首要政改即是落实透过公开招标程序,批准所有政府工程丶伐木执照,以及售卖政府地予私人发展或大型种植公司。

然而,砂拉越从1970开始,在前联盟及现有的国阵政府的治理之下,充斥著腐朽的风气,大部份的经济发展与机会皆被国阵朋党与财团所垄断。行动党要推出分享资源的“全民平等伙伴”关系,相信必然将是“荆棘满途”

虽然砂州新首长阿迪南已在经济政策上做出调整,例如严厉取缔盗木活动,禁止其直系亲属获取伐木执照等,但这一小步的改革,并不足以清除已根深蒂固的国阵朋党经济。


国阵廉价售政府地,人民亏损

砂州《2015年财政预算案》预算,砂州政府在2015年售卖政府地的预算收入是4亿令吉。这充份曝露了朋党掠夺经济蛋糕的糟糕情况,仍然成为国阵内部极为普遍的现象。

以目前砂州政府廉价卖地给朋党公司的操作来计算,例如在古晋(MJC)附近,市价5亿令吉的政府地,政府却只以1.15亿令吉卖给朋党公司,而市价每英亩45千令吉的油棕种植地,政府却只以每英亩300令吉的价格卖给朋党公司。若政府落实公开招标制度售卖政府地,此项收入则不可能只是区区的4亿令吉,而应该是至少20亿令吉。

我们不能被阿迪南的表面改革行动所迷惑,因为国阵朋党与财团仍然继续透过各种行动,蚕食砂州的经济资源。

只有砂州的各种天然资源能够为政府赚取真正合理的收入,政府才能具备更佳的经济能力,推行更多利惠砂州子民的发展计划,包括落实“耕者有其田”、“居者有其屋”、免费公交等计划。


平等伙伴概念,成全民运动

要推动《平等伙伴》的概念,行动党势必会遭受国阵朋党与财团的反击,因为它将直接威胁国阵朋党利益。而国阵也非常抗拒这概念,因为这将削弱巫统的控制,而整个国阵则是以巫统马首是瞻。

其实,国阵已经成功的利用西马充满不良思维的政治意识,分化砂拉越各民族的和谐,例如释放不同民族之间贫富悬殊的错误性资讯,让一些族群产生错觉,误以为华人是富有的民族,土著是被剥削的民族。但事实上,现阶段在砂拉越州的贫穷群体,包含了各民族人士在内,大部分享有财富的,只是国阵的朋党与财团而已。


但,欲改善州内贫富悬殊的鸿沟,使砂拉越摆脱泰益时代所开始的掠夺式经济的延续,我们必须要一步一脚印地将这项讯息传递予人民。

我们需要的是,砂州人民作为民主行动党的强大后盾,一致朝向这《平等伙伴》的目标迈进。 这政治运动不可能一蹴而就,但千里之行始于足下。 就让我们以2015开始这政治斗争的运动。

Chong files Legal Suits Against SESCO for over-charging its Customer by RM11,668.30

On 24-12-2014, I have filed a Sessions Court Summons against SESCO for over-charging its customer, one Mr. Bong.

The background facts of the case is as follows:

1. On 27-10-2011, SESCO changed the meter at Mr. Bong’s house.

2. 18 months later, SESCO issued a letter alleging that the meter was defective and that because of the defect, Mr. Bong had under-paid SESCO a sum of RM11,668.30.

3. The average monthly electricity consumption of Mr. Bong before the change of meter was RM71. After the change of meter, his average monthly electricity consumption was only RM69. Basically, there is no change in the recorded monthly consumption before and after the change of meter.

4. Despite Mr. Bong’s appeal to SESCO, SESCO insisted that Mr. Bong pays the said RM11,668.30 failing which SESCO shall disconnect electricity supply to his house.

While DAP does not condone electricity theft, we also condemn SESCO for exploiting its innocent customers, especially where there is no change in consumption level before and after the change of meter.

In Mr. Bong’s case, the alleged under-payment of RM11,668.30 implies that his monthly consumption level before the change of meter would have been RM400 per month. This is absolutely ABSURDbecauseuntil today, Mr. Bong’s monthly electricity consumption level is still well below RM100. The allegation of underpayment of RM11,668.30 defies all logics.

In such clear case of injustice, we DAP lawyers are prepared to defend the rights of the people in Court with token fee or no fee at all. However, we have limitation of manpower and time, especially when we are up against a multi-billion corporation financed by public fund.

Therefore, it is the duty of the Government to ensure that SESCO is not exploiting the people and abusing its power to disconnect electricity supply to coerce its customers into paying exorbitant charges.

At present, in any case of alleged arrears, SESCO’s customers can only appeal to the internal appeal committee of SESCO. In most cases, the internal appeal committee of SESCO will simply uphold its alleged arrears, even though there are glaring inconsistenciesin the figures, as evident in the case of Mr. Bong.

In short, SESCO plays the prosecutor, judge and executor roles 3-in-1. With such appeal process, how can anyone expect fairness and impartiality?

To prevent such continued exploitation of the people, the Government should set up an independent appeal board to address the complaints of the people against the exorbitant charges by SESCO.

吁砂政府设立独立投诉委员会,监督砂电力公司的收费和运作

(古晋26日讯)古晋市国会议员兼哥打圣淘沙州议员张健仁于本月24日,代表一位黄氏民众,入禀法庭起诉砂电力公司胡乱征收不合理的电费。

张健仁透露,有关案件的重点如下:
1. 在2011年10月27日,砂电力公司更换黄氏住家的电表。
2. 18个月后,砂电力公司出信表示该电表有问题,因而黄氏少还了1万1668令吉的电费。 砂电力公司向黄氏追讨这笔1万1668令吉的电费。
3. 黄氏平均每个月的电费,在换电表前是71令吉,在换电表后则是69令吉。 基本上,换电表前后,黄氏每个月的平均电费都没有什么大变动。 换电表之后,他的平均电费,不增反降。
4. 虽然黄氏有向砂电力公司上诉,但是,砂电力公司却坚持黄氏必须还清这1万1668令吉的电费,不然,砂电力公司就会割电。

张氏表示,行动党不鼓励偷电行为,但是,行动党也谴责砂电力公司滥用其“割电”的权力,欺压它的顾客,尤其是当换了电表之后,也没有显著的增加电费记录。

“在黄氏的这个个案,砂电力公司的指责是他少还1万1668令吉。 这也意味着,若根据砂电力公司的指责,黄氏在换电表前的平均用电量是每月400令吉。 到今天为止,黄氏的每月用电量还是少管100令吉。 因此,这少还1万1668令吉的指责,根本就不合逻辑和常理。”

张氏表示遗憾,砂电力公司根本就不考虑这些理由。 它因为有“割电”的权力,就采取了非常霸道的态度,即,“你不还,我就割电”,强迫黄氏还这笔不合理的电费。

张健仁说,如此不公平的案例,行动党的律师准备以象征式收费或不收律师费的方式,捍卫受欺压人民的权力。但是,个人力量有限,毕竟我们所面对的是一间庞大的官联公司。因此,政府有责任确保砂电力公司没有滥用“割电”的权力欺压人民及强迫人民还不合理的收费。

张氏也说,目前,任何针对砂电力公司不合理收费的上诉,都是向砂电力公司内部委员会上诉。张氏所接到的许多投诉,这所谓的上诉委员会,往往都保持原本的收费,就算这些收费一看就知道是不合理的,如黄氏的案列。

“基本上,砂电力公司一人扮演主控官、法官和执法官的3个角色。 这种上诉程序又那有公正可言?”

张健仁建议,为了避免砂电力公司继续滥用“割电”权力向人民征收不合理的费用,砂州政府应设立一个独立的投诉委员会,监督砂电力公司的收费和运作。

What more does MACC want or need from me?

If MACC refuses to act on my complaint on the award of the Kapit Jalan Song/Sg. Yong (Pakej B) project to Impian Zaman Sdn Bhd, just tell all Malaysian about its true intent, and stop giving excuses for not taking action on the matter.
I have given the particulars of the project involved, how much over-priced the government is going to pay for the project (at least by RM20 million), the incredibility of a RM1 million capital company undertaking a RM119 million project, the unusual secret conversion of “open tender” to “selected tender”.
What more does MACC want or need from me?
Is MACC expecting me to provide them some bank accounts and transactions of the company involved? That would be against the law. If I were to give the bank accounts statements of the company involved, I would be charged under the Personal Data Protection Act, 2010 or Banking and Financial Institutions Act, 1989 (BAFIA).
PKR’s Member of Parliament Rafizi is an example. He exposed the infamous cow-condo scandal but at the end, he was charged under the provisions of BAFIA.
I am sure the MACC deputy chief commissioner (operation), Datuk Seri Mohd Shukri knows the provisions of the law which prohibit any person from disclosing or even in possession of another person’s bank account information.
It is only the MACC or the Police who has the legal means to access to such information. So, why ask me for these information when the MACC knows full well that it is against the law for me to produce such information.
As such, I am puzzled by the repeated calls by MACC for me to produce further information on the matter.
Is MACC setting a trap for me to step into or is MACC truly serious about investigating on the matter?
I also wish to tell the MACC officer, whatever in my possession, I have already disclosed in the press. There is no additional information. It is for the MACC now to use its statutory power to get more information, if it is minded to investigate the matter. However, it the MACC officer is still minded to visit me in my office, they are most welcome.

反贪委员会是否有意要调查这个工程的整个过程,还是要设陷阱诱我上当?

(古晋22日讯)古晋市国会议员兼哥打圣淘沙州议员张健仁质问马来西亚反贪委员会,到底有没有意愿要调查加帛省桑路(B段)建路工程的投标程序,还是要设陷阱控告他。
张健仁今天回应马来西亚反贪委员会副局长Datuk Seri Mohd Shukri时,如是表示。
根据今天报章报道,反贪委员会副局长Datuk Seri Mohd Shukri 要求张健仁提供反贪委员会更多有关该工程的资料。
张健仁表示,他所知道的,他都在报章上公布了,如,工程名称、政府被“干捞”至少2000万令吉、100万令吉资本的公司做1亿1190万令吉工程的荒谬性以及不寻常的“公开招标”被偷偷改为“邀请性招标”。
“这些资料已足够让反贪委员会展开调查。反贪委员会还要我给他们什么资料? 难道要我也提供有关公司的银行户口资料?”
张健仁表示,如果他真的提供给反贪委员会有关该公司的银行户口资料,他本身将是第一个被提控上法庭的。 因为,在《2010年个人资料保护法令》和《1989年银行和金融机构法令》,除非当事人有给予书面批准,其他人不可拥有或向第三者透露有关当事人的任何资料,包括银行户口资料。 公正党国会议员Rafizi就是一个榜样,他暴露牛公寓丑闻,但是,他最终却被政府以《1989年银行和金融机构法令》的条文提控上法庭。
张健仁相信Datuk Seri Mohd Shukri也非常清楚有关法令的条例。只有警方或反贪委员会有法律的权力去调查这家公司银行户口及其他资料。
“不要说我没有这些资料,就算有,我也不会给反贪委员会这些资料。因为,在没有当事人的书面同意下,只有警察或反贪委员会可以合法的得到这些资料。”
张氏称,调查的权力在反贪委员会手上,要不要调查也是由反贪委员会决定。 因此,反贪委员会的官员不需继续在报章上惺惺作态,假意向我索取资料。
张氏质疑,到底反贪委员会是真的有意要调查这个工程的整个过程,还是要设陷阱诱他上当?
“我再次强调,我所有的资料,都已在报章上公布了。其他的资料,反贪委员会可以自己去找,我也无可帮忙。 不过,反贪委员会的官员若还是要到我办公室谈有关工程事项,我无任欢迎。”

Chong Challenges MACC investigations department director, Datuk Mohd Jamidan Abdullah to carry out investigation into the award of the Jalan Song/Sungai Yong, Phase 3, Kapit, Pakej B (CH.5+460 to CH.17+560) road construction project to Impian Zaman Sdn Bhd

I am throwing the challenge to the MACC Investigations Department Director, Datuk Mohd Jamidan Abdullah to investigate the award of the Jalan Song/Sungai Yong, Phase 3, Kapit, Pakej B (CH.5+460 to CH.17+560) road construction project to Impian Zaman Sdn Bhd.

Right from the start, the secretive conversion of “open tender” to “selected tender” process for the award of the said project smacks of cronyism and improper industrial practice. This is especially so when 53 contractors have already submitted their tenders, thinking that it was still an “open tender” project.

Many in the construction industry were shocked and furious when they heard about such abnormal secretive conversion of “open tender” to “selected tender”. Only the MACC thinks that it is acceptable.

Anyway, if such abnormal practice does not even raise the eye brow of MACC, then the following new information will surely warrant an investigation by MACC into the matter:
1. The project was awarded to Impian Zaman Sdn Bhd at the price of RM119,830,000. There were 32 contractors who can do the job at much cheaper prices, some as low as RM83,000,000 (RM36 million cheaper). Why was Impian Zaman Sdn Bhd chosen instead of one of the 32 contractors who can do the job at much cheaper price?
2. Impian Zaman Sdn Bhd is a company with only a paid up capital of RM1,000,000. How can such company carry out a road construction contract costing RM119 million? 

These information are public information, and can be gathered from the JKR department and the Malaysia Companies Commission (CCM).

There are further information which the public has no access and only the MACC has the power and means to obtain by conducting an investigation into the matter, ie.:

1. Except for the RM1 million paid up capital, what is the present financial position of Impian Zaman Sdn Bhd? (as it is a private exempt company, it needs not file its return with the CCM. As such, the public has no means of knowing its financial position.) 

2. Given that this company only has RM1 million paid up capital, how many machinery it has to carry out the said project?

3. How is this company going to carry out the RM119 million construction work with RM1 million paid up capital? Is it going to be another of those Alibaba contractor?

4. What are the relationship between the shareholders and directors of this company with the BN leaders?

Therefore, the appeal by the MACC Investigation Department Director for public to furnish further information is just excuse for the said Director to NOT DOING HIS JOB. 

In the present case, the media expose of the matter will also not jeopardise any MACC investigation because, the company, its directors, the award document, financial statements and machinery and equipment cannot be changed over-night.

In such a simple case, 7 days will be more than sufficient for MACC to complete the whole investigation. 

When Datuk Mohd Jamidan Abdullah can be so efficient in replying to my statement in press within one day of my statement, to explain why no action was taken against the Ministry of Finance, I expect the same efficiency from him in carrying out the investigation of this matter. 

As such, I urge Mohd Jamidan to immediately initiate an investigation into the award of the said project to Impian Zaman Sdn Bhd.

加帛省桑路招标一事,促反贪委员会7天内给予民众一个交代

(古晋20日讯)民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁挑战马来西亚反贪委员会调查局局长Datuk Mohd Jamidan Abdullah,调查有关加帛省桑路(B段)(CH.5+460 to CH.17+560)建路工程的得标公司及整个“邀请性招标”过程。

张健仁表示,这个工程的整个招标程序,从一开始的“公开招标”被偷偷改成“邀请性招标”,就充满着“朋党运作”的味道及不寻常的建筑行业的惯例。 更甚的是,有53家承包商还不懂这工程已被“内部搞定”了,还傻傻的呈上他们的标书,以为有机会得标。

张氏说,当他暴露出财政部私底下取消“公开招标”程序,改为”邀请性招标” 并指定10家由财政部所列出的公司为受邀请投标的承包商时,许多承包商都对这种不寻常的运作,感到惊讶和愤怒。 只有马来西亚反贪委员会可以接受这种朋党运作,并认为“可以被接受的”。

张健仁也说,无论如何,就算反贪委员会对于之前的事件不认为有问题,但,之后所发生的以下事件,应可以构成反贪委员会对此事展开调查的理由:
1. 这工程以1亿1983万令吉的价钱,批给Impian Zaman私人有限公司。 有32家承包商所投标的价钱,比它更便宜(有者甚至便宜3600万令吉)。 为什么偏偏选中Impian Zaman私人有限公司,而还要还它更高的价钱?
2. Impian Zaman 私人有限公司的已缴资本只是100万令吉。 它又如何有能力去进行一个价值1亿1900万令吉的建筑工程?

张氏表示,这两份资料,都可从工程部和公司注册局索得。 但是,以下的一些资料,却只有反贪委员会在进行调查时才可得到的,即:
1. 这家公司目前的财政状况如何?
2. 既然这家公司只有100万令吉的已缴资本,它拥有多少辆机器、车辆来进行该工程?
3. 这家公司将如何去进行该工程? 是否还是另一个“Alibaba”承包商?
4. 这家公司的股东和懂事,与国阵领袖有什么关系?

张健仁说,反贪委员会调查局局长之前表示民众可以针对这工程,提供给反贪委员会更多的资料。 张氏抨击说,Mohd Jamidan的这番话,只是在“耍太极”,为自己不做工找藉口。 因为,他所需要的资料,只有反贪委员会才可得到,民众无法得到,他却要民众给他,而自己不去调查、不去找。

张氏也说,他在报章公布此事,不会对调查有任何影响,因为该公司的董事,工程文件,财政报告,公司资产,都不可能在一夜之间被篡改。

“反贪委员会若有心要调查这个工程的批发程序,7天时间就够了。 因此,我敦促反贪委员会调查局局长Datuk Mohd Jamidan Abdullah,立刻对此事展开调查,并在7天内给予民众一个交代。 反贪委员会的责任不是为纳吉掩饰朋党运作。”


‘Remove Awang Tengah to curb illegal logging’

Sarawak Chief Minister Adenan Satem must remove his Second Resource Planning and Environment Minister Awang Tengah Ali Hassan if he is really serious in curbing illegal logging activities in the state, said Sarawak DAP Chief Chong Chieng Jen.

“If Adenan is serious about curbing illegal logging activities, he has to remove Awang Tengah, otherwise the forest officers see his retention as a sign of weakness on the part of the chief minister,” said Chong when asked to comment on Adenan’s warning to enforcement and forestry officers against taking bribes over illegal logging.

Chong said that Awang Tengah, who was appointed by the then-chief minister Abdul Taib Mahmud had been there for the last 10 years and he was seen as not doing anything on illegal logging.

The second minister had been “sleeping” on his job, he added.

On the seizures of logs, Chong, who is the MP for Bandar Kuching and the state assemblyperson for Kota Sentosa, said that he had seen photographs taken on the logs that were seized for the past three months.

Those were small logs which had no commercial value and there were only good for pallets, he said.

 “Those seizures are not true... it was only for show and the message is since you want to catch the illegal logging we let you catch some.

“I don’t see pictures of big logs being seized,” Chong (left) said, pointing out that if Adenan was really serious about curbing illegal logging activities he had to do something drastic such as removing his second minister.

In the November sitting of the state assembly, a number of DAP lawmakers had asked Adenan to remove Awang Tengah as he was  not effective against illegal logging, resulting in the loss of hundreds of millions of ringgit in terms of revenue.

The rampancy of illegal logging activities came to light after Adenan took over as chief minister on Feb 28, 2014 from Taib who relinquished the chief ministership after helming the state administration for more than 33 years.

In the past few months Adenan had been meeting with enforcement officers, timber tycoons and timber operators and telling them that he was serious about corruption and illegal logging activities.

Last Thursday, Adenan told enforcement and forestry officers over dinner that he might need the assistance of the Malaysian Anti-corruption Commission if illegal logging activities still persisted.

Expressing his frustration with some forestry officers, Adenan, who is the First Resource Planning and Environment Minister, said that despite that Sarawak having one of the best detection systems to monitor logging activities, illegal logging activities continued to rampage the state forests and national parks.

High-tech detection systems, but...

He said that the state’s detection systems were accessible to satellite photos and topography and mapping system, and yet the officers were unable at the touch of a button to determine areas with licensed operators and those of illegal logging.

“This must be due lack of expertise apart from weak enforcement and corruption among forestry officers,” he said.

He said some forest officers did not even know the boundaries of timber concessions and companies operating within their areas, while some chose to accept bribes to guarantee their safety against illegal operators carrying weapons.

He admitted that stories of corrupt practices amongst enforcement officers were not rumours, adding that illegal logging activities had gotten worse that even national parks were encroached and found it very suspicious when officers were unaware of their surroundings.

He said: “We have started war against illegal logging and smuggling of logs. Sarawak forest is our treasure. Like all treasures, we should take great care and love our forests.

“I mean what I said... don’t mess with me,” he  told forestry  officers and other diners.

只充公价值不高木桐,疑取缔如作秀

(本报古晋19日讯)行动党古晋区国会议员张健仁怀疑,砂州政府所谓的严厉对付非法伐木只是“作秀”,因为在许多取缔行动中,被充公的只是商业价值不高的木桐。
他在今午被询及砂州首席部长丹斯里阿迪南沙登在对付非法伐木一事上的行事作风时称,首长未将相关的州内阁部长撤换,显示其要真正杜绝非法伐木活动的决心并不坚决。
与此同时,张健仁也认为,在过去的多项取缔非法伐木行动中,有关当局所充公的木桐,都是是一些商业价值不高,体积不大的木材,因此他怀疑,所谓的严厉对付非法伐木只是在作秀。
“被充公的只是低商业价值的木材。”
