I have prepared a letter of petition calling on the Prime Minister (the leader of the House), Dato’ Sri Mohd Najib Tun Haji Abdul Razak, to invoke Standing Order 14(2) of the Dewan Rakyat to allow my Motion on 20% Oil Royalty for Sarawak to take precedence over government business on Thursday (19-6-2014).
My motion on 20% Oil Royalty for Sarawak calls for the following 2 resolutions be made in the Dewan Rakyat, namely:
“ 1. That the Federal Government do agree with the request of the Dewan Undangan Negeri Sarawak and the State Government of Sarawak to increase the oil and gas royalty payable to Sarawak in lieu of oil and gas rights from the present 5% to 20% of the gross value of oil and gas extracted from the surrounding water of Sarawak.
2. That the Federal Government shall within this year put into effect all legal documentation for the increment of the said Royalty rights from 5% to 20%.”
Without invoking Standing Order 14(2) to allow my oil royalty motion to take precedence over government business, by normal Malaysian Parliamentary practice, my motion will never see the light of the day and will simply “die” (lapse) at the end of this sitting.
Therefore, it is imperative that if Najib is sincere about acceding to the request of Sarawak Dewan Undangan Negeri which in May this year, has passed a unanimous resolution calling for the Oil Royalty payable to Sarawak be increased from the current 5% to 20%, then Najib should allow my Motion to take precedence over government business on Thursday so that the Dewan Rakyat will have a chance to discuss and vote on my Motion.
At present, most of the Pakatan Rakyat Members of Parliament have signed the Petition and I am confident that all PR MPs will sign to indicate their support for my 20% Oil Royalty Motion to take precedence over government business.
While I welcome all BN MPs to support this Petition, the key question is, will the Sarawak BN Members of Parliament sign this Petition given that their counterpart in the State Assembly and the Chief Minister of Sarawak have openly called for the oil royalty for Sarawak be increased to 20%.
At present, PR has 88 MPs in Dewan Rakyat. There are 25 Sarawak BN MPs in the House. Together, we have 123 MPs which forms a simple majority in the House. If Sabah BN MPs (22) will join in the support, we will almost have 2/3rd majority in numbers.
By convention, the Prime Minister cannot reject a request or petition coming from more than 50% of the members in the August House.
As such, for fairer distribution of wealth amongst the states in Malaysia, I urge the Sarawak and Sabah BN MPs to support this petition. From today till tomorrow, I will approach the Sarawak BN MPs to get their signatures for the Petition. I hope they will follow suit what the Chief Ministers and BN ADUNs have done in Sarawak State Assembly, ie. to support this motion.
